EXECUTIVE SUMMARY

The Los Angeles County Metropolitan Transportation Authority (Metro) Board approved $4,000,000 of Regional Measure M funding for the preparation of Project Approval and Environmental Documentation (PAED) and Plans, Specifications, and Estimates (PS&E) for the Riviera Village Pedestrian and Multi-Modal Enhancements Project. 

 

The Riviera Village Pedestrian and Multi-Modal Enhancements Project (Project) is part of the South Bay Subregion Measure M Multi-Year Subregional Program.  The Project proposes to upgrade pedestrian and bicycle infrastructure, improve walkability and access to the area, and accommodate Complete Streets design elements ALONG South Catalina Avenue through the Riviera Village.  It anticipates that modifications to parallel parking and other curb space uses on Catalina Avenue will provide an opportunity to widen sidewalks to enhance walkability and create bicycle lanes.  A parking analysis is also included, in order to develop new parking alternatives to offset the loss of parking if/where it occurs, including the potential for structured parking bellow the Riviera Village triangle lot.

 

Approval of the Funding Agreement will enable completion of the conceptual design, environmental studies, regulatory approval and final design document stages of the project to proceed with the intent to enhance the Riviera Village and the surrounding area.  Once the final project scope is better understood and engineering estimates for implementation are available, staff will pursue additional Measure M grant funding for the construction phase of the project.

 

BACKGROUND

Measure M is a one-half cent sales tax approved by the Los Angeles County voters in November 2016 to meet the transportation, highway, and transit needs of Los Angeles County.  On September 28, 2023, the Metro Board programmed $4,000,000 in Measure M funds to the City for the PAED and PS&E phases of the Riviera Village Pedestrian and Multi-Model Enhancements Project. 

 

The purpose of the Project is to construct street and drainage improvements on Catalina Avenue from Avenue I to Palos Verdes Boulevard and incorporate Living Street Design principles and traffic calming elements to improve the street usability and experience for its users.  The design process will consider sidewalk widening to improve safety, accessibility and mobility, public amenities, improvements to roadways and intersections, Class II or Class IV bike facilities, or, potentially, a shared space concept with curb-less streets and roadway widths that encourage equal motor and bicycle speeds, signing and striping, pedestrian crossing enhancements, potential roundabouts, drainage/infiltration improvements, and modifications to catch basins.  These improvements will likely impact existing parking, so the early design alternatives will also consider options to maintain parking capacity in the vicinity.  The Funding Agreement lists a design completion date of December 2028, and staff anticipates presenting conceptual alternatives to the Council for consideration in Spring 2027. 

 

COORDINATION

The Funding Agreement has been approved as to form by the City Attorney’s Office. 

 

FISCAL IMPACT

The total allocation of Regional Measure M Funds to the City of Redondo Beach for the PAED and PS&E phases of the Project is $4,000,000.  The funding does not require a local match.  Funds will be paid to the City on a cost-reimbursement basis and are appropriated in Capital Project, Job Account No. 41470.
