EXECUTIVE SUMMARY

This item will allow $1,747,973 of Surface Transportation Program-Local (STPL) funds to be appropriated to the Aviation Boulevard Resurfacing - Artesia Boulevard to Manhattan Beach Boulevard Project, Job No. 41440 (Aviation Resurfacing Project). 

 

Authorization of the STPL Fulfilment Agreement will allow the City to receive advanced funds for the Aviation Resurfacing Project, and approval of the proposed budget modification resolution will appropriate the $1,747,973 of funding to the Project account.

 

BACKGROUND

Due to a Federal Corrective Action imposed on Los Angeles County in the Fall of 2023, distribution of Surface Transportation Program-Local (STPL) funds by the Los Angeles County Metropolitan Transportation Authority (Metro) were put on hold and effectively ended new funding opportunities through the STPL program.

 

In April 2025, the Metro Board of Directors authorized STPL Fulfillment Agreements to supersede STPL Exchange Agreements for existing STPL grants that would allow funds to be used on projects that begin on, or after, April 24, 2025.  At this time, staff is seeking Council approval of an STPL Fulfillment Agreement that would provide $1,747,973 of available STPL funding for the Aviation Resurfacing Project.

 

Council is also being presented with a budget modification resolution to appropriate the $1,747,973 of STPL funding to the Aviation Resurfacing Project account.  Metro approved the STPL Fulfillment Agreement as to form and it is now ready for Council consideration of approval. 

 

The City of Manhattan Beach is the lead agency for the design and construction of the Aviation Resurfacing Project.  The STPL fulfillment funding will be used to provide Redondo Beach’s share of Project construction costs.  Construction of the Aviation Resurfacing Project is expected to begin in the next 18 months. 

 

COORDINATION

The proposed STPL Fulfillment Agreement and Budget Resolution were coordinated by the Public Works’ Department Engineering Services Division, the Financial Services Department, and the City Attorney’s Office. 

 

FISCAL IMPACT

The $1,747,973 of STPL Fulfillment Agreement funds will be used to support the City’s share of Aviation Resurfacing Project costs.
