EXECUTIVE SUMMARY
Public Works staff has identified locations within the City that do not meet current accessibility requirements for curb ramps. Rehabilitation of these locations will help ensure that pedestrians and persons with locomotion challenges, such as wheelchair users, can safely navigate the City’s sidewalk corridors, while also protecting the City from liability. Twenty-four ramps are scheduled to be improved as part of the proposed project. The program budget, including assumed carryover, is $1,231,000, and is available through Community Development Block Grant (CDBG), Local Return Measure M, and TDA Article III Funds.
BACKGROUND
The current phase of the Citywide Curb Ramp Improvements Project, Job No. 40399 is included in the City’s FY 2026-27 Capital Improvement Program (CIP). Staff from the Public Works Department identified curb ramps within the City that have accessibility issues and/or are in disrepair. Plans and specifications for the project have been prepared and are now ready to be advertised for competitive bids. Intersections identified for the proposed curb ramps are included as an attachment with locations sorted by Council District.
The locations included in the project have been identified through residential requests for service and Public Works inspections with particular emphasis on locations that did not have an existing ramp. Improving these locations will allow for greater access for pedestrian traffic throughout the City and will bring the City into better compliance with portions of the Americans with Disabilities Act (ADA) dealing with municipal infrastructure.
The design of the entire project is now complete, the final plans and specifications have been finalized and are ready for a competitive bidding. The plans and specifications are available for review at the plans and specifications review area located behind the Engineering permit counter in City Hall and will be posted online by the first day of advertising.
The project includes the installation of 24 new or improved ramps spread throughout the City. The available project budget is $1,231,000 and is funded by CDBG and Local Return Measure M and TDA Article III Funds. The Engineer’s estimate for the project’s construction is $800,000, with an additional $285,000 allocated for soft costs. Construction is expected to begin in November 2026 and is anticipated to take 50 working days to complete.
COORDINATION
Preparation of the plans and specification was coordinated by the Public Works Department, Engineering Services Division.
FISCAL IMPACT
Funding for the project totals $1,231,000 and is available through CDBG, Local Return Measure M, and TDA Article III monies. The total estimated construction expenditure is $1,085,000, including soft costs, as shown below.
