EXECUTIVE SUMMARY
On August 5, 2025, the City Council approved an agreement with Southstar Engineering & Consulting, Inc. (Southstar) to provide construction management and inspection services for the Artesia Boulevard Intersection Improvements (Northbound Right Turn Lane) Project, Job No. 40780 (Aviation/Artesia Project) and the Kingsdale Avenue Resurfacing (Between Grant Avenue and 182nd Street) Project, Job No. 40880 (Kingsdale Project). Southstar has been professional and responsive during the projects, and staff is recommending contracting with them for the Residential Street Rehabilitation Project, Cycle 2, Phase 5, Job No. 40190, the Grant Avenue Resurfacing Phase I - Harkness Lane to Green Lane Project, Job No. 70960, the Local Travel Network Project, Job No. 41480, and the PCH Corridor Improvement Project, Job No. 40800.
With approval of the proposed amendment, Southstar would perform construction management, daily inspection, and construction reporting services for these projects. Southstar’s services would help ensure that all requirements of the Projects’ plans and specifications are met and that the Projects are completed in a timely, safe, and professional manner.
BACKGROUND
In 2025, City staff solicited and evaluated proposals from qualified engineering firms for the Aviation Blvd/Artesia Boulevard Intersection Improvements (Northbound Right Turn Lane) Project, Job No. 40780 (Aviation/Artesia Project) and then for the Kingsdale Resurfacing (between Grant Avenue and 182nd Street) Project, Job No. 40880. (Kingsdale Project) Southstar was found to have the best combination of experience, price, and references. The City Council approved an agreement with Southstar and later amended the Agreement to include the Kingsdale Project.
At this time, the City has additional need for construction management and inspection services for the following projects:
• Residential Street Rehabilitation Project, Cycle 2, Phase 5, Job No. #40190
• Grant Resurfacing Phase I Project, Job No. 41540 (Closeout)
• PCH Corridor Improvements Project, Job No. 40800
• Local Travel Network Project, Job No. 41480
Southstar has successfully provided construction management and inspection services for both the Aviation/Artesia and Kingsdale Projects under their current agreement. Southstar has been consistent and highly responsive throughout these Projects and is committed to providing the same quality of service for the additional work. If approved as recommended, the compensation for the Agreement would increase by $432,920, increasing the total not-to exceed amount to $866,126, which represent approximately 15% of the anticipated hard construction costs for these Projects. This percentage conforms to industry norms and City expectations for the types of services provided.
COORDINATION
The City Attorney’s Office approved the proposed third amendment as to form.
FISCAL IMPACT
Funding for the third amendment to the Agreement comes exclusively from restricted transportation funds and a combination of Local Prop C, Regional Measure R, and Regional Measure M funds currently included in the Project budgets.
