EXECUTIVE SUMMARY
The Police Department has been awarded a grant from the California Office of Traffic Safety (OTS) in an amount of $157,500 to participate in the Selective Traffic Enforcement Program (STEP). Planned traffic enforcement activities include saturation patrols directed at impaired drivers, primary collision factor enforcement, distracted driver education, motorcycle safety enforcement, bicycle and pedestrian safety efforts, seatbelt enforcement, driver’s license and sobriety checkpoints, as well as officer training on traffic safety laws. The grant term runs from October 1, 2026 through September 30, 2027. No matching funds are required from the City. The grant funds will be distributed to the City on a reimbursement basis.
BACKGROUND
The mission of California OTS is to administer traffic safety grants that deliver innovative programs and eliminate traffic fatalities and injuries on California roadways. The specific goal of the STEP campaign is to reduce the number of persons injured or killed in crashes involving alcohol or drug impairment, distracted driving, excess speed, red light violations, seat belt violations, motorcycle, bicycle, and pedestrian traffic, and other primary collision factors. The Redondo Beach Police Department has been awarded $157,500 in STEP grant funds, which will reimburse the City for Department overtime costs associated with the additional enforcement of these collision factors.
Staff recommends the City Council approve the Agreement with California OTS and approve the Resolution appropriating the grant proceeds to the Intergovernmental Grants Fund.
COORDINATION
The Grant Agreement and Resolution have been approved as to form by the City Attorney’s Office. The Police Department will ensure compliance with the grant requirements and coordinate all final performance reports and reimbursement claims with the Financial Services Department and OTS.
As the funding authority, OTS will coordinate signatures for the Grant Agreement. If the grant agreement is approved by City Council, OTS staff will route the Agreement directly to the Mayor for electronic signature.
FISCAL IMPACT
The grant is fully funded by OTS in the amount of $157,500. There is no requirement for matching funds from the City.
