EXECUTIVE SUMMARY
The City entered into an agreement with LBP Consulting, LLC (LBP) on May 13, 2025 to develop and implement the Artesia Blvd. Strategic Art Plan (Plan). The Plan, which was approved by the City Council on December 16, 2025, includes the installation of an LGBTQ+-themed artwork in front of the North Branch Library as part of Phase I, supported by an additional $35,000 allocation from the John Parsons Public Art Fund. The proposed amendment would provide an additional $7,500 for LBP’s consulting services and staff support for the installation of this added art piece. It also extends the Agreement term by three months to March 31, 2028 and updates project tasks and deadlines to accommodate the installation of all Phase I artworks. Staff recommends the City Council approve the proposed amendment to provide the professional support services needed to incorporate the LGBTQ+-themed artwork into Phase I of the Plan.
BACKGROUND
On May 13, 2025, the City entered into a consulting services agreement with LBP to provide consulting services and staff support in the development and implementation of the Plan, including a multi-phase approach to the installation of various forms of artwork along Artesia Blvd. between Aviation Blvd and Inglewood Avenue. Following community outreach and input, the City Council approved the Plan at its regular meeting on December 16, 2025. As part of the approval, an LGBTQ+-themed art installation for placement in front of the North Branch Library was added to the initial phase, including the allocation of an additional $35,000 from the John Parsons Public Art Fund to pay for LBP’s consulting services and the fabrication and installation of the piece.
The total cost for consulting services is $7,500 including: community outreach; artist outreach, review, and management; agreement support; and installation oversight. To accommodate the community outreach and work needed to formally incorporate the art work into Phase I of the Plan, the proposed amendment also updates the project completion schedule, extending the Agreement term by three months through March 31, 2028. Individual tasks were updated to reflect installation of all Phase I artworks, with individual deadlines extended slightly to ensure successful installation.
COORDINATION
The Community Services Department prepared the administrative report. The proposed amendment was reviewed and approved as to form by the City Attorney’s Office.
FISCAL IMPACT
Funding for the project was proved by the John Parsons Public Art Fund and approved as part of the CIP Budget.
