EXECUTIVE SUMMARY

Staff presented the draft Resolution to the City Council on May 12, 2026.  Based on the direction provided at the meeting, staff has prepared a final resolution incorporating the City Council’s feedback and desired edits.

 

BACKGROUND

In 2019, and again in 2023, Congress directed the National Park Service (NPS) to study whether portions of the Los Angeles County coastline meet federal criteria for inclusion in the National Park System.  The current Los Angeles County Special Resource Study (Study) evaluates national significance, suitability, feasibility, and potential management options.  The Study does but does not alter local land use authority or create a national park.  Since parts of Redondo Beach’s coastline and public amenities fall within or near the Study area, NPS has requested information on City-owned properties, such as the Waterfront, Seaside Lagoon, the Pier, and City Parks, including their uses, public access, and the City’s interest in participating in the Study or future partnerships.

 

To clearly communicate the City’s position, staff prepared a resolution for City Council consideration on May 12, 2026.  The Resolution reaffirms the importance of the Waterfront, the need to maintain City management and authority over land use and operations, and the City’s commitment to preserving coastal access, cultural resources, and recreational amenities while remaining open to collaboration with regional, state, and federal partners.  Following City Council direction, staff will submit the final Resolution during the Study’s public comment period, which closes May 23, 2026.

 

COORDINATION

The City Manager’s Office prepared this report and the City Attorney’s Office approved the Resolution as to form.

 

FISCAL IMPACT

There is no fiscal impact associated with the approval of the Resolution.  Funding is available in the Operation Budgets for the participating Departments.
