EXECUTIVE SUMMARY
Recommended is approval of a contract with Ardurra Group, Inc. (Ardurra) to perform construction management, daily inspection, and construction reporting services for the upcoming Residential Street Rehabilitation Project, Cycle 2, Phase 4, Job No. 40190 (Project).
Ardurra’s services will help ensure all requirements of the Project Plans and Specifications are met and that the Project is completed in a timely, safe, and professional manner. In February 2025, the City solicited proposals to identify an engineering firm to perform these services. Ardurra offered a proposal with an excellent combination of price, experience, and expertise. Funding for the Agreement is included in the Project budget.
BACKGROUND
On February 20, 2025, seven bids were received for the public works contract to complete the latest Residential Street Rehabilitation Project. After reviewing the bids, LCR Earthwork and Engineering, Corp. (LCR) was found to be the lowest responsible bidder with a bid amount of $2,595,851. Construction of the Project is expected to begin in the coming weeks and take 100 working days to complete. The Project requires construction management and inspection support services to ensure quality and timely completion. Performance of these services is beyond the capacity of Public Works personnel at this time.
In order to provide construction management, daily inspection, and construction reporting services for the Project, City staff solicited proposals from qualified engineering firms in February 2025. Ardurra was the only firm to respond but provided an excellent combination of experience, price, and references.
The proposed contract with Ardurra will help ensure that the Project is completed according to the City’s Project Plans and Specifications, on time, and in a safe and professional manner. The total not-to-exceed amount of the construction management and inspection contract is $353,600 for the term April 15, 2025 through December 31, 2025 with the possibility of a single six-month extension, should the City elect to exercise the optional extension.
COORDINATION
The scope of work identified in the contract was coordinated by the Public Works Department. The Agreement has been approved as to form by the City Attorney’s Office.
FISCAL IMPACT
The not to exceed value of the proposed contract with Ardurra is $353,600. Funding for the agreement is available in the approved Project budget.
