EXECUTIVE SUMMARY
The proposed Ordinance modifying Redondo Beach Municipal Code (RBMC) Section 3-7.12 to reflect recent changes in California Vehicle Code (CVC) Section 22500 and current best practices for discretionary curb markings was approved by the City Council for introduction and first reading on November 19, 2024. The proposed changes also take advantage of a state law allowing local jurisdictions to reduce the mandatory restricted parking area adjacent to fire hydrants. The Ordinance is now ready for adoption and, if approved, would take effect in thirty days.
BACKGROUND
Recent changes to California Vehicle Code (CVC) Section 22500 now prohibit the stopping, standing, or parking of any vehicle 20 feet on approach of any crosswalk. The parking restriction is reduced to 15 feet on approach where a curb extension (bulb-out) is present. The intent of this restriction is to improve motorists’ visibility of pedestrians using the crosswalk. RBMC currently restricts Citywide parking 25 feet on approach to a crosswalk (30 feet in the Central Traffic District), which is enforceable when marked.
With the recent change in state law, staff is recommending a change to the City’s parking ordinance to comply with the less restrictive state law. Additional parking ordinances in this portion of the RBMC (found in Title 3, Chapter 7, Article 12) are also being recommended for change to update and remove conflicting red curb language and to reflect current and best practices for discretionary curb markings.
The proposed changes also take advantage of a state law allowing a reduction of mandatory restricted parking adjacent to a fire hydrant. Engineering staff consulted with the Fire Department, which tested various lengths of no parking zones around fire hydrants. The Fire Department determined that a 20-foot no parking zone, or within 10 feet of a fire hydrant, would be sufficient for their operations.
Lastly, staff recommends removing the taxicab stand section of RBMC (3-7.1210) due to societal shifts around ride-hailing and the lack of known and active taxicab zones in the City.
COORDINATION
This report and revisions to the RBMC were coordinated between the Public Works, Fire, and Police Departments, and the City Attorney’s Office. Communications also took place with outside agencies, industry experts, and transportation engineering firms.
FISCAL IMPACT
There is no direct fiscal impact associated with the proposed RBMC changes. The Public Works Department has limited budget to support additional red curb markings in the City and will make installations at only the most critical intersections, as resources allow.
