EXECUTIVE SUMMARY
The State of California Department of Parks and Recreation, Division of Boating and Waterways (DBW) provides a Surrendered and Abandoned Vessel Exchange (SAVE) grant program for local public agencies with jurisdiction over navigable waterways to fund the removal and prevention of abandoned recreational vessels in California waterways. Staff previously applied for the SAVE grant program in 2023 and was awarded $32,500 in SAVE-23 grant funds. This funding allowed the City to remove nine (9) abandoned or surrendered vessels from Basin III. Staff reapplied for the grant funding in 2025 and received a $50,000 SAVE-25 grant award, which will fund the removal of additional surrendered and abandoned vessels from King Harbor.
BACKGROUND
DBW has managed the SAVE grant program since 1998 as a way to remove, reduce, and prevent abandoned recreational vessels in California waterways. DBW offers the SAVE program as a way to assist local public agencies with jurisdiction over navigable waterways in California with funding to support the removal and disposal of: (1) abandoned vessels within the Grantee’s jurisdiction; and (2) recreational vessels that the verified titleholder has willingly surrendered and the vessel is in danger of being abandoned, which would cause environmental degradation or result in the vessel becoming a hazard to navigation of a California waterway.
In 2023, the City applied for a grant from the SAVE-23 award cycle to assist with removing abandoned and surrendered vessels from within Basin III, and the City was awarded $32,500. Staff worked with the Redondo Beach Marina and Harbor Patrol to identify vessels that should be prioritized for removal using the grant funding. From the SAVE-23 grant, the City was able to remove and dispose of 9 vessels (2 abandoned vessels and 7 surrendered vessels) from Basin III.
In April 2025, City staff applied for the SAVE-25 grant award cycle and, in September 2025, received a $50,000 SAVE-25 grant award from DBW. Approval of the Grant Agreement would authorize City staff to administer the grant, which would include Staff coordinating with the Harbor Patrol and marina managers in King Harbor to identify the vessels that should be prioritized for removal. The marina managers would prepare the necessary documents and organize the removal of the vessels, while staff would submit invoices and supplemental reporting to DBW. Staff collaborated with the marinas managers on the application and have determined that there is significant demand for continued funding to support the removal of unwanted vessels in King Harbor.
At this time, staff is requesting City Council adopt a resolution to accept the DBW’s SAVE-25 Grant Agreement and authorize the City Manager, or designee, to administer the Agreement, and adopt, by 4/5ths vote, a FY 2025-26 budget modification resolution to allocate $50,000 in grant funding to assist the City in removing abandoned and surrendered vessels in King Harbor.
COORDINATION
The Grant Agreement and Resolutions have been reviewed and approved as to form by the City Attorney’s Office. The Waterfront and Economic Development Department Coordinated with the Harbor Patrol and Redondo Beach Marina managers to secure the grant funding.
FISCAL IMPACT
A total of $50,000 in grant funding from the DBW’s SAVE-25 Grant Program will be added to the City’s FY 2025-26 Budget to assist with the removal of abandoned/surrendered vessels in King Harbor.
