EXECUTIVE SUMMARY

Staff recommends the purchase of one 2026 Ford Maverick for use by a Public Works Maintenance Supervisor replacing Unit #103 that is at the end of its scheduled life cycle.  The vehicle was approved for replacement as part of the FY 2025-26 Budget, but due to market conditions and changes to the California Air Resource Board (CARB) Advanced Clean Fleet (ACF) regulations a suitable unit was not identified until recently.  Public Works has determined that the proposed Ford Maverick meets the Department’s operational needs and maintains compliance with the updated CARB regulations.  Competitive pricing for the vehicle was secured through the City’s regular purchasing procedures.

 

BACKGROUND

In June 2025, the City Council approved Decision Package #51 - Vehicle Replacement Purchases.  The funding covered the purchase of 15 vehicles/equipment that are at the end of their scheduled life-cycle.  Given challenges with acquiring larger specialty Public Works vehicles, and the need to comply with CARB ACF requirements for the purchase of medium and heavy-duty vehicles, not all planned replacements were executed in FY 2025-26.  The status of the approved FY 2025-26 acquisitions is as follows:

 

 

At this time, staff recommends the purchase of a replacement vehicle for Unit #103, a Ford Maverick with a quoted price of $39,825.79.  The proposed vehicle meets the operational needs of the Public Works Maintenance Supervisor.  The Ford Maverick is in a smaller vehicle class than the current Unit, which is a Ford F-250 and helps the City maintain CARB ACF compliance.  As a light-duty vehicle, this purchase falls outside the ACF-regulated vehicle population and is available at a lower price point.  If approved by the City Council, the vehicle will be ordered and is anticipated to be delivered to the City in the next one-to-two months.

 

The vehicle recommended for purchase has been selected through the City’s regular purchasing procedures.  The procedures contain a number of competitive purchasing options including the use of a Piggyback Bid, which utilizes another public entity's recent Request for Proposal or Bid, or the Sourcewell Cooperative Purchasing Program.  Cooperative purchasing programs provide valuable benefits to state and local governments.  By attaching to national or regional cooperatives, an agency has immediate access to legitimately solicited contracts, guaranteed pricing, and delivery options without expending staff resources on the preparation of its own request for bids. 

 

Pricing is often attractive because of the purchasing power of these cooperatives.  If approved, the recommended vehicle in this report would be acquired via Sourcewell Master Agreement #081325-OLA.

 

COORDINATION

The Public Works Department coordinated this report with the Financial Services Department.

 

FISCAL IMPACT

Funding for the purchase of the vehicle, at a total cost of $39,825.79, is available in the Public Works Department’s Fleet Operating Budget.  Public Works will request that the funding appropriated in FY 2025-26 for the vehicle be carried over into the FY 2026-27 operating budget.  The delta of $1,459 between the saved funding ($38,367) and the purchase price ($39,825.79) is available in the Fleet Division’s annual maintenance and operations account.  No additional appropriation is required to complete the purchase.
