EXECUTIVE SUMMARY
The proposed Agreement would allow Chen Ryan Associates, Inc. dba CR Associates (CRA) to perform design engineering, project management, transportation planning, traffic engineering, geotechnical engineering, environmental studies, and documentation, surveying, drainage and water quality, urban design, and sidewalk dining program, and community outreach and stakeholder engagement services related to the Riviera Village Pedestrian and Multi-Modal Enhancements Project, Job No. 41470 (Project).
The Project is funded by the South Bay Subregion Measure M Multi-Year Subregional Program. The Project proposes to upgrade pedestrian and bicycle infrastructure, improve walkability and access to the area, and accommodate Complete Streets design elements along South Catalina Avenue through the Riviera Village. It anticipates modifications to parallel parking and other curb space uses on Catalina Avenue which will provide an opportunity to widen sidewalks, enhance walkability, and create bicycle lanes. A parking analysis is also included in order to develop new parking alternatives to offset the loss of parking if/where it occurs, including the feasibility for structured parking below the Riviera Village triangle lot. Once the final project scope is better understood and engineering estimates for implementation are available, staff will pursue additional Measure M grant funding for the construction phase of the Project.
California Government Code (Section 4526) requires local public agencies to select professional design and engineering services based on demonstrated competence and qualifications, rather than through competitive low bids alone. In recognition of this, the Redondo Beach Municipal Code declares professional services of this type to be non-competitive and that the selection be based on “skill, integrity, judgement, and ability of service rather than dollar cost...” In April 2026, the City issued a Request for Proposals (RFP) to identify an engineering firm to perform these services. The City received two proposals for the Project. CRA responded and provided the proposal offering the best combination of experience and expertise and is therefore recommended by staff for award of the contract. Approval of the Design Agreement will enable completion of the conceptual design, environmental study, regulatory approval, final design, and preparation of construction plans and specifications stages of the Project.
BACKGROUND
The purpose of the Riviera Village Pedestrian and Multi-Modal Enhancements Project is to construct street and drainage improvements on Catalina Avenue from Avenue I to Palos Verdes Boulevard and incorporate the City’s adopted Living Street Design principles to improve the street usability and experience for its users. The design process will consider sidewalk widening to improve safety, accessibility and mobility, public amenities, improvements to roadways and intersections, Class II or Class IV bike facilities, or, potentially, a shared space concept with curb-less streets and roadway widths that encourage compatible motor and bicycle speeds, signing and striping, pedestrian crossing enhancements, potential roundabouts, stormwater quality improvements, and modifications to drainage system and catch basins. These improvements will likely impact existing parking, so the early design alternatives will also consider options to maintain parking capacity elsewhere in the vicinity.
On April 21, 2026, City staff initiated an RFP process to solicit proposals from qualified engineering firms for the design of the Project. The consultant selection process included evaluating written proposals received, completing reference checks, and conducting firm interviews. The submitted proposals were individually and collectively evaluated by City staff. CRA was found to have the best combination of experience, expertise, and references and was identified as the preferred vendor. City staff and CRA then engaged in discussions regarding project goals and to negotiate scope and task fees. The contract with CRA allows planning and design work to begin towards improving the Riviera Village, and with oversight by staff will help ensure that the Project is designed according to the City's specifications and preferences, is on time, and is completed in a professional manner.
The total not-to-exceed amount of the proposed Agreement is $2,694,885.35 for the term October 6, 2026 through October 5, 2028. Staff anticipates presenting conceptual options to the City Council for consideration in Spring 2027. The construction documents are anticipated to be completed by the end of 2027. Following completion of the design phase, staff will pursue additional Measure M grant funding to initiate and complete project construction.
COORDINATION
The consulting services agreement has been approved as to form by the City Attorney’s Office.
FISCAL IMPACT
The total $2,694,885.35 design contract amount is funded entirely by Regional Measure M Funds awarded to the City of Redondo Beach for completion of the Project Approval and Environmental Document (PAED) and Plans, Specifications, and Estimates (PS&E) phases of the Riviera Village Pedestrian and Multi-Modal Enhancements Project. The City was awarded a total of $4,000,000 for this work. The funding does not require a local match. Funds are paid to the City on a cost-reimbursement basis and are appropriated in the FY 2026-27 CIP Budget through Project Job No. 41470.
