EXECUTIVE SUMMARY
The Residential Street Rehabilitation Program, Job No. 40190, is a multi-year capital improvement program, with a funding allocation included in the City’s current capital budget. The next phase of this program includes the second year of the 2020 Pavement Management Study (PMS) and is described as Cycle 2, Phase 4. In addition to the second-year streets identified in the PMS (see the attached map), the Project includes Council-selected deferred maintenance street improvements and the alley segment east of McBain Avenue, which was approved as part of the adopted Capital Improvement Program (CIP) Budget for FY 2024-25 and included in the 2024-29 (CIP) model.
On December 17, 2024, the City Council approved the project plans and specifications and authorized the City Clerk to advertise the Project for competitive bids. On February 20, 2025, seven bids were received and publicly opened in the City Clerk’s Office. After reviewing the bids, LCR Earthwork and Engineering, Corp. (LCR), with a bid amount of $2,595,851.00, was found to be the lowest responsible bidder. Construction is expected to begin in April 2025 and take 100 working days to complete.
BACKGROUND
The Residential Street Rehabilitation Program is an on-going CIP created to resurface and repair residential streets. The annual implementation of the program increases the life of the existing pavement and improves the ride of the streets. This program supports the City’s Strategic Plan goal to “Invest in the City’s Infrastructure.”
The City is required to conduct a pavement condition survey every three years in order to meet the reporting requirements of GASB 34 and to qualify to use Proposition C and Measure R Local Return funding to rehabilitate City streets. In 2020, streets were surveyed Citywide. On September 15, 2020, the City Council discussed the City of Redondo Beach 2020 Citywide PMS Report and approved the residential streets that were recommended to be funded for treatment over the subsequent three-year (or more accurately, three-phase) period. This Project includes the streets selected for the second year of implementation based on the 2020 PMS report and funded in FY 2022-23.
The final group of streets approved as part of the 2020 PMS report, described as the third-year implementation phase, was funded in FY 2023-24 and is anticipated for construction later this year. Design of the third-year street Project is well underway and is expected to be presented for City Council consideration of approval in April.
To minimize construction costs and disruption to residents, additional road segments that were identified by Council, such as streets identified for deferred maintenance and alleys on the under 25 PCI list, are being included in this Project solicitation. For economy of scale purposes, the additional streets identified for inclusion in this Project are the deferred maintenance streets identified in District 5 and the Alley east of McBain Avenue, between Manhattan Beach Blvd and Beland Blvd.
