EXECUTIVE SUMMARY
At the City Council meeting on July 21, 2026 the City Council provided direction to the City Clerk/Elections Official to bring back resolutions and to give notice of holding a Special Municipal Election by consolidating with the LA County Statewide General Election on Tuesday November 3, 2026 for the Measure required by Article XXVII major changes in allowable land use.
BACKGROUND
Direction was provided to the City Clerk to pursue the placement of a measure on the ballot for the Los Angeles County Statewide General Election, to be held on November 3, 2026. The City Clerk has prepared three resolutions that must be adopted for placement of a measure on the Los Angeles County ballot. The first resolution calls for the holding of a Special Municipal Election. The second resolution requests consolidation with Los Angeles County’s Statewide General Election to be held on November 3, 2026.
The third resolution sets priorities for the filing of written arguments for and against any measures placed on the ballot. This resolution also defines the process for choosing authors and/or organizations, and the order that the City Elections Official shall use to give preference and priority if more than one argument is submitted. At the July 21, 2026 City Council meeting it was noted that Councilmember Obagi and Councilmember Behrendt would author arguments in favor of the measure.
The deadlines are set for the filing of arguments. The last day to file arguments is 5:30 PM on Tuesday, August 18, 2026. Arguments may not exceed 300 words. The last day to file rebuttal arguments is 5:30 PM on Friday, August 28, 2026. Rebuttal arguments may not exceed 250 words. To request fillable official forms for arguments and/or rebuttals, you must contact the City Clerk.
The deadline for the City Attorney to prepare an impartial analysis of the initiative showing the effect of the measure on the existing law and the operation of the measure is 5:30 PM on Friday, August 28, 2026. The impartial analysis may not exceed 500 words.
City Council preference for letter designations was determined as follows: 1st choice: ART, 2nd choice: AR, and 3rd choice: AAC.

FISCAL IMPACT
The November 3, 2026, Special Municipal Election is budgeted FY2026-2027 for $250,000
