EXECUTIVE SUMMARY
On February 9, 2021, the City Council approved an agreement with Bureau Veritas North America, Inc. to provide plan check services on an as needed basis. There have been two amendments to the original Agreement to cover plan check services involving the Galleria Renovation Project (South Bay Social District - Phase 1A Mall Renovation and Phase 1B 300 Residential Units with Ground Floor Commercial). Bureau Veritas North America, Inc. was awarded these contract amendments based on their qualifications/expertise, capacity, and the overall cost in comparison with other firms.
Based on their successful service to date, staff is recommending the third amendment, in an amount of $37,276, for the provision of additional services (including building, grading, and shoring plan check review) needed to expedite the plan check review process for the Grubhause Restaurant located at 2400 Artesia Blvd. The amendment also includes a term extension to allow time for the completion of the South Bay Social District project.
BACKGROUND
On August 18, 2020, the City Council authorized staff to issue a request for proposals (RFP) to identify outside firms to provide plan check services on an as needed basis. On February 9, 2021, six firms were selected to provide plan check support services and separate service contracts for each firm were executed, including a contract with Bureau Veritas North America, Inc.
The initial service contract with Bureau Veritas North America, Inc. included a not to exceed amount of $15,000 and the term February 9, 2021 through February 8, 2024.
On July 19, 2022, the City Council approved the first amendment, adding $55,000 to the Agreement, to provide plan check review services for Phase 1A of the Galleria Renovation Project (i.e. South Bay Social District). The second amendment was approved on November 1, 2022, to provide plan check review services for Phase 1B of the Galleria Renovation Project (i.e. South Bay Social District), the 300 residential units with ground floor commercial. The second amendment added $280,086 to the contract, for an updated total amount not to exceed $350,086.
The $37,276 third amendment is for the provision of building, grading, and shoring plan check review services in order to expedite the plan check review process for the Grubhause Restaurant, a vibrant, multi-tenant culinary development located at 2400 Artesia Blvd.
The total not-to-exceed amount following the third amendment will be $387,362 and the term will be extended three additional years, with a new termination date of February 8, 2027.
COORDINATION
The contract amendment has been prepared in consultation with the City Attorney’s Office.
FISCAL IMPACT
Funding for the plan check review is included as part of the adopted operating budget for the Community Development Department. Revenues from Building plan check fees, paid by the applicant, offset all costs for the contracted plan check review services.
