EXECUTIVE SUMMARY

Consistent with the City’s Legislative Action Platform, draft position letters are to be presented to the City Council whenever practical.  Therefore, staff is providing the draft position letters for the South Bay Cities Council of Governments (SBCCOG)’s grant applications for the Caltrans FY 27-28 Sustainability Planning Grant for the “South Bay Micromobility Destination Parking Plan” and the Extreme Heat And Community Resilience Program for the “South Bay Extreme Heat Action Plan And Demonstration Projects”.

 

BACKGROUND

Caltrans FY 27-28 Sustainability Planning Grant

SBCCOG plans to submit an application to the FY 27-28 Caltrans Sustainable Transportation Planning Grant Program for the "South Bay Micromobility Destination Parking Plan.”  The proposed plan would expand the existing regional micromobility strategy by developing secure and accessible parking infrastructure designed to increase utilization of zero-emission micromobility vehicles for short-distance trips, thereby contributing to reduced roadway congestion, lower vehicle miles traveled, and decreased emissions.

 

The project will seek local input to identify priority destinations for comprehensive parking analyses, which will evaluate opportunities to optimize existing facilities, expand capacity with minimal capital investment, and further incentivize micromobility usage.  The resulting findings will inform the development of site-specific concept designs that enhance parking efficiency and support a more integrated micromobility network. Redondo Beach recognizes the importance of a comprehensive micromobility network that includes dedicated parking at key activity centers such as schools, parks, commercial districts, and employment hubs.  The City will collaborate with the SBCCOG to identify suitable locations for these facilities.  As of October 1, 2026, Carson, El Segundo, Lomita, and Torrance have submitted letters of support.

 

Extreme Heat And Community Resilience Program

SBCCOG plans to submit an application to the Extreme Heat And Community Resilience Program for the “South Bay Extreme Heat Action Plan and Demonstration Projects.”  The proposed initiative would update the SBCCOG’s 2019 subregional and city-level vulnerability assessments of climate-related risks by incorporating current climate projections, demographic data, and community input to evaluate changes in regional vulnerabilities and identify appropriate mitigation strategies.  The proposed initiative would also expand existing regional climate adaptation efforts such as implementing cool roof and tree-planting demonstrations and by developing localized recommendations for extreme heat infrastructure.  The proposed initiative framework includes participation from municipalities, partner agencies, nonprofit organizations, and academic institutions, as well as structured community engagement intended to ensure that proposed strategies align with local conditions and needs.

 

Redondo Beach supports this initiative because it aligns with regional and local climate resilience objectives, provides opportunities to incorporate updated data into planning, and offers potential strategies to address increasing extreme heat conditions affecting residents, particularly vulnerable populations.  As of October 1, 2026, Carson, Gardena, Hawthorne, Hermosa Beach, Inglewood, Lomita, Rolling Hills, Rolling Hills Estates, Torrance, and the Los Angeles County Chief Sustainability Office have indicated their support for the initiative.

 

COORDINATION

The City Manager’s Office prepared this report and the draft position letter for the Caltrans FY 27-28 Sustainability Planning Grant application.  The SBCCOG provided the draft position letter for the South Bay Extreme Heat Action Plan And Demonstration Projects.

 

FISCAL IMPACT

There is no fiscal impact associated with authorizing the Mayor to sign the position letters.
