EXECUTIVE SUMMARY

The City Charter requires that the annual budget be adopted by June 30 each year.  Public Hearings for the proposed FY 2025-26 Budget and the 2025-30 Capital Improvement Program are scheduled to begin on June 3, 2025 and conclude with budget adoption on June 17, 2025.

 

BACKGROUND

As presented, the Fiscal Year 2025-2026 City Manager’s Proposed Budget is balanced and was developed pursuant to the City Council’s adopted financial principles.  The 2025-2030 City Manager’s Proposed Five-Year Capital Improvement Program identifies capital investment required to meet the City’s General Plan and other policy goals and to ensure good stewardship of existing infrastructure. 

 

Both documents will be available for viewing on the Charter-established date of May 16, 2025 on the City’s website at <https://www.redondo.org/budget>.  In addition to pdf versions of the Operating and Capital Improvement Program Budget documents, the City Council and members of the public can access a digital version of the budget book via the same link.

 

The table below shows the remaining budget schedule to meet the City Charter Budget Adoption deadline of June 30th.

At this time, staff recommends the City Council receive and file the proposed budget documents, provide direction on any additional Budget Response Reports, and set June 3, 2025 as the date to conduct a Public Hearing on the Fiscal Year 2025-2026 City Manager’s Proposed Budget and the 2025-2030 City Manager’s Proposed Five-Year Capital Improvement Program.

 

COORDINATION

All Departments participated in the preparation of the Fiscal Year 2025-2026 City Manager’s Proposed Budget and the 2025-2030 City Manager’s Proposed Five-Year Capital Improvement Program.

 

FISCAL IMPACT

The adopted version of the Fiscal Year 2025-2026 Budget will establish the financial guidelines for all City operations.  The 2025-2030 Five-Year Capital Improvement Program is a planning document with funding appropriated for capital projects in year one of the plan only.
