BACKGROUND

The Redondo Beach Municipal Code (RBMC) outlines the policies and procedures that govern the Youth Commission, including its Ad Hoc Subcommittee (AHS).  RBMC § 2-9.603 provides the Youth Commission with the authority to appoint members to its AHS, which serves as an extension of the commission.  Members must be between the ages of 12 and 19 and serve a participatory role in all facets of the commission excluding voting rights.  They are encouraged to participate in discussions, serve on any subcommittees developed by the commission, and volunteer at events or activities.  The purpose of the AHS is to be a launching point for those interested in becoming a Youth Commissioner with voting capabilities, considering the requirement to serve on the AHS for a year prior to appointment to the commission.  Since the commission was just recently reformed, appointments to the AHS were made by the Mayor and City Council and commission members were not required to serve on the AHS prior.

 

Staff recently received notification that Matthew McCauley would like the commission to consider his appointment to the AHS for the 2024-25 term. Matthew is currently a senior at Redondo Union High School (RUHS) and considers mental health and traffic safety as two issues that he would like to assist the commission in reaching out to local youth about.  He believes the greatest need for teens in the South Bay are safety, substance abuse awareness, and E-bikes.  He is involved in extra-curricular sports at RUHS and founded a nonprofit youth program that organizes baseball games for those with special needs or physical challenges.

 

Currently, the AHS has three members. The RBMC does not note a limit to the number of members, so the addition of Matthew McCauley would be permitted.

 

Staff recommends the commission consider Matthew’s interest in serving on the AHS and determine whether it would like to appoint him to this role for the 2024-25 term.
