APPROVE AN AGREEMENT WITH FEHR & PEERS, INC. TO COMPLETE THE AVIATION BOULEVARD PARKING STUDY FOR AN AMOUNT NOT TO EXCEED $41,458 AND THE TERM NOVEMBER 11, 2026 TO NOVEMBER 9, 2029
end
EXECUTIVE SUMMARY
In order to satisfy Goal 3.3, Objective #56 of the City’s Strategic Plan, the proposed Agreement with Fehr & Peers, Inc. (Fehr & Peers) would facilitate a study of on-street and off-street parking utilization along Aviation Boulevard between Harper Avenue (Hermosa Beach border) and Artesia Boulevard. While the initial goal was to include the study of parking utilization further southwest along Aviation in Hermosa Beach, the City of Hermosa Beach is not ready to partner in the analysis at this time.
The purpose of the study is to help determine the best use of limited public curb space along Aviation Boulevard in light of the community’s desires to improve safety, walkability, and bike-ability. In addition to evaluating parking utilization along the existing on-street curb space on Aviation Boulevard, and within existing off-street parking lots, the study will measure parking utilization on select side streets intersecting Aviation Boulevard.
The Agreement has a term through November 9, 2029 and carries a not to exceed total of $41,458. The initial Data from the study is expected to be provided to the City in the spring. Staff anticipates preparing a report for City Council consideration in the Summer. Funding for the study was approved by the City Council as part of the City’s FY 2026-27 Adopted Budget.
BACKGROUND
Goal 3.3, Objective #56 of the City’s Strategic Plan reads “Collaborate with Hermosa Beach on a Parking Study and the potential for new Bike Lanes on Aviation Blvd.”
There are a number of competing demands for the limited public right-of-way space along Aviation Boulevard. These include:
• General vehicular through traffic volume, likely warranting two lanes in each direction
• Aviation Boulevard serving as a truck route for Redondo Beach and Hermosa Beach
• Limited existing on-street parking that primarily serves local businesses
• Existing biking and walking demand, served by sidewalks in the absence of dedicated bicycle lanes
• Vehicular left-turn demand and safety, in the absence of a consistent left-turn lane
• Geometry improvement opportunities in support of safer navigation
• Desire to improve safety for all roadway users and reduce speeds along Aviation
• Commercial use employee and business visitors parking in residential areas
Between Artesia Boulevard and Harper Avenue, Aviation Boulevard provides two lanes in each direction, serves as a regional truck route, and provides limited street parking on some blocks. A left-turn lane is only provided at the intersections of Artesia Boulevard, Carnegie, Grant/Ormond, Stanford, and Harper.
Use demands change over time, and this study is expected to help inform the future best use of the right-of-way. As part of an overall effort to improve business development, access, safety, and active transportation along Aviation Boulevard, the City adopted the Artesia and Aviation Corridors Area Plan (AACAP). This planning effort included proposed updates to floor area ratios, the elimination of mandated parking minimums, and an overall desire for bicycle lanes and an improved micromobility experience. Many of the AACAP initiatives were formally implemented by the voters’ recent passage of Measure ART. Additionally, Aviation Boulevard is designated for potential Class II bicycle lanes under the City’s portion of the South Bay Bicycle Master Plan.
Because the existing curb-to-curb width of Aviation is limited, not all constituency demands can be accommodated without trade-offs. As part of the City’s FY 2026-2027 Budget, the City Council authorized funding to perform an updated parking study along the Aviation corridor between Harper Avenue (Hermosa Beach city limit) and Artesia Boulevard. Initially, the desire was to have Hermosa Beach participate in the study to include their portion of Aviation southwest of Harper to Pacific Coast Highway, but Hermosa Beach indicated that they would not be able to participate in such a study at this time. Therefore, the current proposal is to study on and off-street parking demand along Aviation Boulevard, as well as select intersecting streets.
The parking inventory and utilization data will cover the street segments and off-street parking lots. Parking data will be collected over one weekday and one weekend day (12 hours each), plus one overnight period collected between 9:00 PM and 11:00 PM. Turning movement counts will be collected at Aviation/Ford, Aviation/Ormond, and Aviation/Artesia intersections to determine existing left-turn demand. A planning-level review of traffic collisions will also be performed. The parking study and data will be presented for evaluation of potential roadway space re-evaluation with the goal of improving safety and optimizing access and usability of Aviation Boulevard for as many roadway users and constituencies as possible.
Fehr & Peers is very knowledgeable on this topic and the firm was heavily involved in the preparation of the AACAP and previously performed a similar parking analysis along Aviation Boulevard. Fehr & Peers was identified as the proposed consultant for the project in accordance with the City’s procurement procedures. The proposed contract covers all necessary scope items to perform the parking study at a not-to-exceed cost of $41,458 for a term running through November 9, 2029. Staff recommends approving the proposed agreement.

The Agreement has been reviewed and approved as to form by the City Attorney’s Office.
