EXECUTIVE SUMMARY

On August 27, 2020 the Los Angeles County Metropolitan Transportation Authority (LACMTA) Board approved the North Redondo Beach Bikeway (NRBB) Extension- Inglewood Ave, Job No. 41260 (Project) and allocated $200,000 of Regional Measure M funds for Project design.  Subsequently, the LACMTA Board approved $1,535,000 of funding, for right of way acquisition at the corner of Grant Avenue and Inglewood Avenue and additional Project design.  This funding was supported by the Infrastructure Working Group of the South Bay Cities Council of Governments (SBCCOG).  The right of way acquisition is complete.  The proposed amendment is needed to extend the grant funding to June 30, 2024 to continue design.

 

BACKGROUND

Measure M is a one-half cent sales tax approved by Los Angeles County voters in November 2016 to meet the transportation, highway, and transit needs of Los Angeles County.  The City of Redondo Beach received $200,000 from LACMTA in Measure M Highway Program funds for the NRBB Extension as endorsed by the SBCCOG.

 

Subsequently, on September 22, 2022, the LACMTA Board approved an increase in funding of $1,535,000 for right of way acquisition and additional design, for a total project budget of $1,735,000.  The City Council approved the funding Agreement on February 7, 2023 which allowed staff to move forward with property acquisition at the southeast corner of Inglewood Avenue and Grant Avenue and initiate project design.   

 

The project consists of continued improvement to the City's active transportation network and, in particular, improvements to the NRBB.  This Project continues the efforts to close gaps in the City’s bike network.  The NRBB is adjacent to a planned construction project that will complete the Bikeway within the SCE right of way that parallels Rockefeller Lane, between Felton Lane and Inglewood Avenue, a project that the City is working on under a separate Regional Measure M grant.  The initial grant provided design funding of $200,000 to close the gap between the Bikeway terminus at Inglewood Avenue and move southward along the west side Inglewood Avenue to Ripley Avenue.  The additional allocation facilitated parcel acquisition and design improvements at the intersection at Grant Avenue at Inglewood Avenue to enhance bicycle and pedestrian connectivity to current and planned facilities.

 

Approval of the amendment will extend programmed funds through June 30, 2024.  Currently, LACTMA only allows Measure M funding agreements to be extended a single year at a time.  This project is not expected to be completed by June 30, 2024, and, staff expects that another amendment to the funding Agreement will be required at a future date, once prepared by LACTMA.

 

COORDINATION

The amendment was approved as to form by the City Attorney’s Office.

 

FISCAL IMPACT

The total allocation of the Measure M Highway Program funds to the City of Redondo Beach for the Project is $1,735,000.  The funding does not require a local match.  Funds are paid to the City on a cost-reimbursement basis.  There are no new fiscal impacts associated with the proposed amendment, however, since funds are reimbursable, if the funding agreement is not amended, the City would risk forfeiting reimbursements for past expenditures.
