EXECUTIVE SUMMARY

In September 2019, the Redondo Beach Unified School District (RBUSD) began contributing $100,000 per year to the City to partially fund a Redondo Beach Police Officer to work exclusively at Redondo Union High School.  This Agreement has provided a dedicated Police Officer at the school that is stationed in close proximity to the campus and able to respond to calls for service or other onsite incidents.   

 

This third amendment will extend the collaboration for an additional two years, through June of 2027, and continue the proactive engagement between the Police Department and the students and staff of Redondo Union High School.

 

BACKGROUND

The Redondo Beach Police Department has assigned a Police Officer as the designated School Resource Officer (SRO) for Redondo Union High School for a number of years.  The SRO position has been considered the primary responder to calls for service related to incidents that occur at RBUSD campuses.  Additionally, this collaboration improves school safety while building stronger relationships and engagement opportunities with students and staff.  In 2018, an additional SRO was added to the Police Department Community Services Unit with a focus on the middle and elementary school campuses in RBUSD.  This additional assignment of personnel allowed for a primary responder and point of contact for Redondo Union High School, along with the middle and elementary schools.  Although the SRO duties are considered the primary assignment of the two dedicated Police Officer positions, either position could be reassigned to other law enforcement duties in the City of Redondo Beach based upon priority staffing needs.

 

On September 3, 2019, the Redondo Beach City Council approved a Memorandum of Understanding between RBUSD and the City of Redondo Beach to partially fund a Redondo Beach Police Officer position to work exclusively at Redondo Union High School.  The partial funding consists of $100,000 annually for one SRO to be dedicated to Redondo Union High School and provide a “substitute” Police Officer in the event of an absence or reassignment of the SRO.  The first and second amendments to the Agreement were approved by the City Council, extending the term of the agreement through June, 2025.  The SRO staffing, engagement, communication, and enhanced responsiveness have proven beneficial over the past six years.  If approved, the third amendment would extend the term by two years, through June 30, 2027, and increase the agreement total not to exceed amount to $800,000.  

 

COORDINATION

The Police Department coordinated with the Redondo Beach Unified School District to negotiate the third amendment.  The City Attorney’s Office prepared the Agreement.

 

FISCAL IMPACT

The total cost of one SRO is approximately $210,000 per year.  RBUSD has agreed to provide funding in the amount of $100,000 annually to partially offset the City cost of the Police Officer SRO position assigned to Redondo Union High School.  The remaining cost of the SRO is included in the Police Department’s annual operating budget.
