EXECUTIVE SUMMARY
The City maintains a list of approved law firms and attorneys from which to select outside counsel when special expertise or representation is required in legal matters, or when an attorney conflict of interest arises. This Agreement for Legal Services (“Agreement”) will allow Richard F. Anthony Law to perform limited outside counsel legal services on an as-needed basis.
BACKGROUND
Attorney Richard Anthony has over two decades of municipal law experience. Mr. Anthony served as a Deputy City Attorney for the City of Long Beach for 20 years, where he managed a team of 12 attorneys and assistants. He has extensive experience with real estate, public-private partnerships and complex legal transactions, and is intimately familiar with local government operations and policy. After his career with City of Long Beach, Mr. Anthony opened his private practice which includes all aspects of municipal and transactional law with a focus on real estate and finance.
The City has an immediate need to utilize outside counsel with specialized expertise in these areas. Attorneys that the City have previously used in these areas have retired or are nearing retirement. The Agreement will allow Mr. Anthony to begin such legal services.
COORDINATION
This Agreement has been approved by Richard F. Anthony of Richard F. Anthony Law, Ltd., and the City Attorney’s Office. The Agreement was negotiated and reviewed by the City Attorney’s Office.
FISCAL IMPACT
Funds are set aside in the City Attorney’s and the Human Resource Department’s budget for use of outside counsel. The approval of this Agreement will not increase the use of outside counsel, but will allow Mr. Anthony to represent the City on an as-needed basis on specialized municipal law matters.
