EXECUTIVE SUMMARY

California Senate Bill (SB) 129 in 2021 included an appropriation to the California Energy Commission (CEC) to support a grant program for cities to establish online solar permitting programs.  The California Automated Permitting Processing (CalAPP) Program was developed to distribute these funds to local jurisdictions.  The Building Division of the Community Development Department was awarded a $60,000 grant from the CEC as part of the CalAPP Program to procure and implement a platform to streamline online solar permitting.

 

BACKGROUND

On March 21, 2023 the City Council approved an agreement with Charles Abbott Associates, Inc. to acquire and implement the CityTech Permits Pro Software, a CEC-eligible online building permit program.  Following successful implementation, the City was eligible to apply for reimbursement prior to the grant liquidation date of June 30, 2027.

 

Staff encountered difficulties with the CityTech platform, unrelated to online solar permitting, that led to procurement of an alternate permitting platform that was fully implemented in the second half of the 2025 calendar year.  With that platform in place and serving the City’s needs effectively, staff elected to proceed with the grant reimbursement process.  Since the launch of CityTech Permits Pro, the City has processed 74 online solar permits.

 

If approved by a 4/5ths vote of the City Council, the proposed Resolution would authorize a FY 2025-26 budget modification appropriating $60,000 in grant funds from the CEC to the Intergovernmental Grants Fund.

 

COORDINATION

This item was coordinated with the Building Division of the Community Development Department and the Financial Services Department.  The City Attorney’s Office prepared the Resolution.

 

FISCAL IMPACT

The $60,000 in CEC grant funding is being distributed to the City on a reimbursement basis and will be appropriated to the Intergovernmental Grants Fund.
