EXECUTIVE SUMMARY
As part of the FY 2026-27 Adopted Budget, the City Council approved an increase to the civil penalty for street sweeping parking violations from $55 ($42 base penalty + $13 penalty assessment) to $79 ($66 base penalty + $13 penalty assessment).
California Vehicle Code section 40203.5(a) states that the schedule of parking penalties for parking violations shall be established by the governing body of the jurisdiction where the violation is issued. Pursuant to this statute, the City Council has the ability to set civil penalties for parking violations by resolution. Approval of the proposed Resolution implements the increase to the civil penalty for street sweeping parking violations.
BACKGROUND
The proposed action raises the base civil penalty from $42 to $66, plus a $13 assessment remitted to Los Angeles County pursuant to Government Code Sections 76000(b), 76100, and 70372(b), for a new total penalty of $79.
Regular street sweeping ensures litter, leaves, and other debris that collects on roadways are removed before they clog storm drains or are swept into local waterways. Ensuring adequate access for street sweepers is important to ensure they have an unobstructed and safe path to complete their duties.
The California Vehicle Code allows local jurisdictions to set the civil penalties for parking violations. The proposed Resolution implements the increase to street sweeping violations, as authorized by City Council.
COORDINATION
The City Attorney’s Office approved the Resolution as to form.
FISCAL IMPACT
The Police Department Municipal Services Unit issues approximately 27,000 street sweeping violation citations annually, which generate $1.4M in General Fund revenue. The penalty increase is anticipated to add $648,000 a year in ongoing General Fund revenue.
