EXECUTIVE SUMMARY

Each year, the City temporarily modifies the local parking regulations around Redondo Union High School to accommodate participants and visitors of the Redondo Beach Unified School District’s Middle School Commencement and High School Graduation ceremonies.  It is recommended that the City Council continue the practice and approve the proposed Resolution allowing the general public to park in the Vincent and Vincent 2 preferential parking districts on June 11 and 12, 2025.

 

BACKGROUND

In prior years, the City Council has approved the suspension of preferential parking districts on the north and south side of the Redondo Union High School campus for High School Graduation and Middle School Commencement ceremonies.  The Vincent District restricts parking from 8:00 AM to 10:00 PM daily.  The Vincent 2 District restricts parking from 2:00 PM to 10:00 PM Monday through Friday and from 8:00 PM to 10:00 PM on Saturday.

 

Each year the graduation and commencement ceremonies for the Patricia Dreizler Continuation High School and the Adams and Parra Middle Schools take place at the Redondo Union High School auditorium, a day prior to the Redondo Union High School graduation ceremony, which takes place at the Sea Hawk Bowl.  This year the ceremonies will be held throughout the day on Wednesday, June 11, 2025 and on Thursday, June 12, 2025.

 

Graduates’ families are instructed to park on the north side of the High School in the parking lots adjacent to Diamond Street.  However, due to the number of invited guests, and historical observations of crowd size, there is a concern that extended families, friends, school alumni, and individuals with disabilities will also need to park on the south side of the school in the Vincent and Vincent 2 preferential parking districts.

 

As per Section 3-7.1701 of the Redondo Beach Municipal Code, the City Council may revise the hours of a preferential parking district to accommodate various special events.  Accordingly, staff recommends the City Council suspend the parking restrictions in the Vincent and Vincent 2 Preferential Parking Districts on Wednesday, June 11, 2025 and Thursday, June 12, 2025 in the interest of justice to support these important community ceremonies.  Staff believes that the issuance of citations during the planned commencement ceremonies would not be in the best interest of the community.

 

COORDINATION

The Police Department coordinated the preparation of the proposed Resolution with the City Attorney’s Office.

There is no fiscal impact associated with this item.
