EXECUTIVE SUMMARY
The Traffic Signal Communication and Network System - Phase 1 Project (Project) includes three separate segments to update traffic signal infrastructure. The first two segments, Grant Avenue and Manhattan Beach Blvd are completed. The final segment, Inglewood Avenue aims to update the operation of the City’s traffic signal infrastructure to accommodate both current and future needs.
In September 2025, the City issued a Request for Proposals (RFP) to select a firm to perform traffic engineering services for the Project. Chen Ryan Associates, Inc. (CRA) provided the proposal with the best combination of experience and expertise. CRA is a known consultant to the City and has performed well on prior traffic-related projects. Their work on this Project includes the preparation of bid ready construction documents for improvements at the intersections of Inglewood and Ralston Road and Inglewood and 182nd Street.
BACKGROUND
The primary goal of the Traffic Signal Communications and Network System - Inglewood Avenue Project is to update the traffic signal infrastructure at the intersections of Inglewood Avenue/182nd Street and Inglewood Avenue/Ralston Lane. The proposed improvements include replacing signal poles, signal infrastructure, and curb ramps, updating signal timing, implementing a video detection system, adding wireless capabilities for TMC integration, and incorporating adaptive signal coordination.
An RFP was issued on September 26, 2025 to solicit proposals from qualified firms for traffic engineering services. The submitted proposals were individually and collectively evaluated by City staff. CRA was deemed to possess the most appropriate expertise and labor bandwidth for the Project. City staff and CRA engaged in discussions to determine the optimal approach to enhance the Project intersections.
CRA will prepare construction documents to upgrade traffic signal infrastructure at the two intersections along Inglewood Avenue. They will also assess and resolve issues with curb ramps, sidewalks, signage, and striping. Effectiveness of the current traffic signal timing will also be evaluated and modified as necessary.
The total not-to-exceed amount of the proposed Agreement is $225,771.60 for the term March 9, 2026 through December 17, 2027. The construction documents are anticipated to be completed in early 2027. Upon completion, staff will return to City Council for plan approval and authorization to advertise for competitive bidding.
COORDINATION
The scope of work identified in the Agreement has been coordinated with the Public Works Department, and the Agreement has been approved as to form by the City Attorney’s Office.
FISCAL IMPACT
Funding for the Project is available through the Regional Measure M program and is included in the adopted FY 2025-26 CIP budget. The total not-to-exceed amount of the Agreement is $225,771.60.
