EXECUTIVE SUMMARY
Construction of the North Redondo Beach Bikeway Extension, Job No. 41250 (Project), is now complete and ready for final acceptance. If approved, a final change order for urgent work already completed can be executed with final payment being made to KASA Construction, Inc. This would be followed by typical project closeout procedures. The change order work was necessary to urgently protect City, Southern California Edison (SCE), and private property from erosion and runoff debris.
Prior to this requested change order, the Project included change orders totaling $219,840, including a City requested change to add six solar lights to a previously unlit portion of the bikeway. Presently, a final change order has been negotiated with the Contractor in the amount of $72,293 to install erosion mitigation on an area of the Project that was previously not permitted to be improved per SCE. After experiencing winter rains and erosion of soil from the area, and upon hearing numerous complaints from residents and City staff, SCE reversed course and allowed the City to make the improvements to this area. City Council has heretofore authorized the City Engineer to approve change orders up to a total of $270,485. This final negotiated change order would exceed that allowance by $21,648 and, therefore, requires approval from the City Council. If approved, staff would make the final payment to the contractor and then close out the Project. This process includes recordation of the Notice of Completion with the County and release of retention after the 35-day lien period, assuming no claims are filed.
BACKGROUND
The Project is part of the South Bay Subregion Measure M Multi-Year Subregional Plan - Transportation System & Mobility Improvements Program. The North Redondo Beach Bikeway (NRBB) is located within Southern California Edison right-of-way and is maintained by the City under a license agreement. The travel direction of the NRBB is primarily north-south until south of Rockefeller Lane when it transitions to an east-west alignment to Inglewood Avenue. It is frequently traversed by residents and serves as an efficient route to navigate through North Redondo Beach without an automobile.
On December 17, 2024, the City Council approved the plans and specifications for the Project and authorized the City Clerk to advertise the Project for competitive bids. The Project was advertised on January 16, 2025, and eight bids were received and publicly opened on February 12, 2025. The City Council approved an Agreement with KASA Construction, Inc. for the Project on March 11, 2025 for a not to exceed amount of $1,454,853.
Construction began on July 14, 2025, and the newly constructed bikeway segment was opened for use on January 29, 2026, with the official ribbon-cutting ceremony on March 5, 2026. Due to proximity to the unlit segment of the NRBB between Rockefeller Lane and Felton Lane, installation of 6 solar light poles was incorporated into the Project after the original scope of work was completed.
Per City Administrative Policy and Procedure (APP) 14.1, projects of this size include staff authorization to contract change orders in the amount of 10% which equates to $145,485. On February 17, 2026, the City Council approved a reset of the City Engineer’s authority to $125,000 for construction of the additional lighting and to address remaining issues as additional Measure M funding was secured by staff from the Los Angeles County Metropolitan Transportation Authority (Metro). A change order for $77,367.98 was executed on March 10, 2026 to provide funding for the additional lighting.
During construction of the additional lighting, staff was also made aware of an issue with soil erosion causing dirt to accumulate on the bikeway, sidewalk, street, and residents’ properties, which had the potential to put the towers supporting high voltage lines at risk. The potential for erosion was anticipated by staff early in the project, but SCE would not allow the City to make any improvements within 50 feet of their high voltage towers. After rain events this winter, significant soil erosion occurred underneath the towers and resulted in dirt impacting public areas and residents’ homes. Staff received numerous complaints from residents regarding hazardous conditions caused by the erosion and City crews were constantly dispatched to clean the affected areas. City staff raised this concern to SCE and proposed installation of a geotextile fabric with gravel over the bare ground to combat the issue. SCE approved the proposed solution in March 2026, and a change order was negotiated with the Contractor. To address the issue expeditiously, while accounting for unpredictable weather and the Contractor’s availability, City staff approved the installation of the aforementioned improvements.
The cost to construct the proposed improvements underneath the towers amounted to $72,293 per Construction Change Order #6, resulting in an overall change order amount for the Project of $292,133, which is over the administrative staff authorization by $21,648. City staff recommends the City Council approve the final change order, which would allow the project to close with funding for all completed work authorized as per City policy.
With approval of the final change order, construction administration would be finalized and the Project would be ready for the City Council to accept the work as complete and authorize the City Engineer to file a Notice of Completion with the Los Angeles County Registrar-Recorder's Office. Approval of the staff recommendation would result in a final payment to the contractor, followed by the administrative closeout of the construction contract and eventual release of retention in 35 days, assuming no claims are made against the Project.
COORDINATION
This change order was coordinated with the Public Works Department, the contractor, and Southern California Edison Company.
FISCAL IMPACT
The cost to complete the NRBB Extension, including construction management, inspection services, and contingency funding was $1,746,986.32. The total allocation of Regional Measure M Funds to the City for the Project is $2,200,000 and sufficiently covers the construction cost. The funding does not require a local match. Funds are paid to the City on a cost-reimbursement basis.
