EXECUTIVE SUMMARY
The Residential Street Rehabilitation Project (Project), Job No. 40190, is a multi-year capital improvement program intended to maintain and improve the pavement condition of the City’s residential streets. The next phase of the program is scheduled to rehabilitate certain streets in Districts 4 & 5 (see the attached map), and was determined by the tri-annual pavement management system report and included in the Fiscal Year 2024-25 CIP Budget. Funding for the planned streets comes from three CIP sources 1) the ongoing/annual residential street rehabilitation program, 2) the next portion of the one-time deferred maintenance allocation (split over multiple projects), and 3) the alleyway resurfacing program, which is limited to alleys with a Pavement Condition Index (PCI) rating of 25 or less.
The plans and specifications for the Project are ready for competitive bidding and are available for review at the Plans and Specifications Review Area located behind the Engineering permit counter at City Hall. The Engineer’s estimate for construction of the Project is $3,000,000, with a total project cost estimate of $3,900,000, including contingency and the costs for construction management and inspection. Construction is expected to begin in the spring of 2025 and take approximately 100 working days to complete. The Project is fully funded, assuming construction bids are received according to estimates.
BACKGROUND
The Residential Street Rehabilitation Project is an on-going Capital Improvement Program that resurfaces and repairs residential streets. The annual implementation of the program increases the life of the existing pavement and improves the ride of the City’s streets. This program supports the City’s Strategic Plan goal to Invest in the City’s Infrastructure.
The City is required to conduct a pavement condition survey every three years in order to meet the reporting requirements of GASB 34 and to qualify for use of Proposition C and Measure R Local Return funding for rehabilitation of City streets. In 2020, the streets were surveyed Citywide. On September 15, 2020, the City Council discussed the Citywide Pavement Management System (PMS) Report and approved the residential streets that were recommended to be treated over the next few years with the goal to increase the City’s overall PCI to 75. The Project includes the streets selected for the second phase of the PMS report. The streets identified in the third phase of the Report are currently in design and the associated Project is expected to be brought for Council consideration of approval in April 2025.
To minimize construction costs and disruption to residents, two deferred maintenance streets and an alley identified by Council that are near the selected residential streets and/or require the same rehabilitation methods have been added to the Project solicitation. The deferred maintenance streets include Johnston and Gibson. The alley is east of McBain Avenue, between Manhattan Beach Blvd and Beland Blvd.
The plans and specifications for the Residential Street Rehabilitation Project are fully prepared and are ready for competitive bidding. The solicitation process, if approved, should be complete in January 2025 with an anticipated contract award shortly thereafter. Construction of the project is expected to begin in March 2025 and last roughly 100 working days.
COORDINATION
The Project has been coordinated by the Public Works Department.
FISCAL IMPACT
The Engineer’s construction cost estimate for the project is $3,000,000. Additional soft costs bring the project total to $3,900,000, which is within the FY 2024-25 CIP amount of approved funding.
