EXECUTIVE SUMMARY
On April 18, 2023, the City Council approved a consulting services contract with Nichols Consulting Engineers, CHTD (NCE) to perform the pavement survey of all the streets Citywide and prepare a pavement management report at a cost of $234,000.
On December 19, 2023, the Council approved the first amendment to the Agreement increasing the contract amount by $319,750 to provide design and construction document preparation services for the FY 2022 and FY 2023 Residential Street Rehabilitation Program.
The proposed second amendment to the Agreement would increase the contract amount by $161,970 for the additional tasks of designing and incorporating: curb ramp bulb-outs on Emerald Street at Juanita and Irena Avenues; sidewalk extension and intersection improvements at Lilienthal Lane and Ripley Avenue; and curb ramp and median expansion improvements at Ripley Avenue and Huntington Lane. These items were approved by the City Council several years ago, with the caveat that the design be held until funds became available for completion. The projects are intended to improve pedestrian, vehicular, and bicyclist safety, while also enhancing the City’s overall street infrastructure and are scheduled for construction as part of the next phase of the Residential Rehabilitation Project expected to begin this fall.
BACKGROUND
In FY 18-19, the City Council discussed traffic safety enhancements to evaluate the feasibility of bulb-outs at the intersection of Emerald Street and Juanita Avenue and the intersection of Emerald Street and Irena Avenue, and the modification of the intersection of Lilienthal Lane at Ripley Avenue. Council provided direction to staff to implement the traffic calming measures identified in the report as budgeted resources in the City’s Capital Improvement Program (CIP) became available.
In April 2023, the City Council approved a contract with NCE to re-survey the pavement of all the streets and alleyways Citywide and prepare a pavement management report at a cost of $234,000. On December 19, 2023, the Council approved the First Amendment with NCE to help complete the streets selected as part of the last Pavement Management Report and expedite the evaluation and construction document preparation portion of the FY 2022 and FY 2023 Residential Street Rehabilitation Projects. The amendment increased the amount of the contract by $319,750 for design services to prepare the construction documents for the FY 2022 and FY 2023 Residential Street Rehabilitation Projects.
During the design period for the FY 2023 streets project, staff identified opportunities to incorporate traffic calming action items within the project’s vicinity that were previously approved by the City Council. By adding these items now, rather than as stand-alone projects, staff hopes to reduce overall construction costs. The traffic calming modification at the intersection of Lilienthal Lane and Ripley Avenue, and the curb ramp bulb-outs at Emerald Street at Juanita and Irena Avenues address Council’s previous direction to staff. Improvements to the intersection of Ripley Lane and Huntington Lane would modify lane configurations to enhance traffic circulation, visibility, and safety, similar to nearby improvements recently installed that permanently converted Pullman Lane to feature only one-way traffic, westbound, between Ripley and Mackay.
Staff recommends approving the attached Second Amendment with NCE to allow additional development of design and construction documents for the identified traffic calming measures to be implemented as part of the next phase of the Residential Rehabilitation Project to be initiated this fall. NCE expects the final draft of plans and specifications to be ready for review in approximately two months if the proposed second amendment is approved.
