EXECUTIVE SUMMARY

Approval of the proposed amendment would increase the Agreement with C J Concrete Construction, Inc. by $600,000 to provide additional repair services for damaged sidewalks and other concrete infrastructure, such as curbs and gutters, driveway approaches, and curb ramps.  The new total value of the contract, for the as-needed services, would not exceed $1,180,000.  C J Concrete has agreed to maintain its current unit pricing.

 

BACKGROUND

The Public Works Department is responsible for maintaining sidewalks throughout Redondo Beach to address faults that could present trip hazards for pedestrians and expose the City to liability.  A majority of faults can be eliminated by grinding away raised sections, or by installing small concrete ramps to smooth out transition areas.  However, when faults in sections of sidewalk, curb and gutter, driveway approaches, and curb ramps exceed one and a half inches, they can’t be mitigated by basic grinding and ramping and, instead, require removal and replacement. 

 

While the Public Works Department has some capacity to perform this service in-house, staffing resources are limited to accomplish extensive and systematic concrete removal and replacement.  Staff recommends the City continue to contract sidewalk replacement services with an outside vendor on an on-call basis to compliment the work of the City’s regular maintenance crews.  This allows City resources to remain agile and address urgent tasks as they present themselves.  The City’s current contractor, C J Concrete Construction Inc., specializes in sidewalk replacement work and has extensive experience providing similar services for cities throughout the greater Los Angeles area.  They have provided reliable, high-quality, and affordable services for the City since 2022.

 

On April 1, 2025, the City Council approved an Agreement with C J Concrete Construction, Inc. of Santa Fe Springs, CA for a total not to exceed amount of $580,000.  The current Agreement term is for two years with the option to extend for one additional year.  Since the Agreement was executed in April 2025, the Public Works Streets Division has managed the efforts of C. J Concrete Construction, Inc. in the City to complete a number of projects with expedited timelines.  Work to date includes sidewalk and curb repairs, sidewalk uplift resolution, ADA curb-ramp installations, concrete repairs in the Fleet and Street Maintenance areas of the Public Works Yard, and the installation of speed tables approved by Council at Avenida del Norte and Julia Court.   C J Concrete Construction, Inc. has proven to be effective and cost-efficient partner in providing concrete replacement work for the City, and staff is recommending an amendment to the Agreement to allow the contractor to perform additional on-call assignments for the City.

 

The original monetary limit of $580,000 of the Agreement has been expended.  In order for C J Concrete Construction, Inc. to continue sidewalk improvements, staff is requesting that Council approve an amendment to the Agreement to increase the not to exceed amount by $600,000, resulting in a new not to exceed total of $1,180,000.  C J Concrete Construction, Inc. has agreed to maintain its current unit pricing.  If approved, the Public Works Streets Division will continue to direct the contractor to complete projects, including sidewalk improvements focused on uplifted sidewalk panels in the path of travel and City Parks, along with ramp installations to improve the connectivity of bike facilities.

 

The pricing proposed by C J Concrete Construction, Inc. in the Agreement matches the unit pricing contained in a contract awarded by the City of Santa Ana through a competitive bidding process, which satisfies the City’s regular purchasing requirements.  There is no proposed change to pricing approved in Exhibit C of the Agreement, and no other changes to the terms of the Agreement are being proposed at this time.

 

COORDINATION

The Public Works Department prepared the administrative report and the City Attorney’s Office prepared the proposed Agreement.

 

FISCAL IMPACT

Funding to increase the not to exceed amount of the Agreement is available in the Sidewalk Improvements and Repairs Project ($500,000) account and the Bicycle Improvements Project ($100,000) account.  The cost for C J Concrete Construction, Inc. to provide on-call sidewalk replacement services would not exceed $1,180,000 for the term of the Agreement.
