EXECUTIVE SUMMARY

The City’s improvements to the play area and surrounding landscaping and walkways at Dominguez Park prompted implementation of the heretofore unenforced regulations regarding closed landfills by the County Los Angeles Department Public Health, Solid Waste Management Program, acting as the Local Enforcement Agency (LEA) for the State.  These regulations include development of a Field Investigation Workplan (Workplan) to complete the historical and physical/chemical characterization of the site.  The Workplan was recently reviewed and approved by the LEA and is a key component of the LEA’s mandate to have the site in compliance with County Standards, including addressing drainage, erosion, cover integrity, and landfill gas monitoring and maintenance.  The recommended Agreement includes the scope of work to complete the elements of the Workplan that was approved by the LEA. 

 

Geosyntec is familiar with the park site, including the playground area, dog park, northern hillside, and shooting range and has provided useful insight and work products from previous investigation of the site.  Approval of the proposed Agreement is time sensitive and necessary to reach the LEA’s mandate to have the site in compliance by March 17, 2027. 

 

BACKGROUND

During the construction of the Dominguez Park Playground Equipment Improvement Project, the County of Los Angeles Department of Public Health, acting as LEA for the State, issued a letter to the City claiming authority under California Regulation Code - Title 27 (27 CCR), Section 21190 to review the environmental impacts of the project.  Geosyntec was contracted to gather historic documentation of the site, initiate public document requests with the various regulatory agencies, evaluate compliance with California Code of regulations Title 27, and review and analyze potential environmental health threats with this action.  The analysis and report were submitted to the County.  The LEA also required a formalized Field Investigation Workplan to provide missing data and preparation of a report on the full waste characterization of the site.  It is an expected and urgent next step to begin the field investigation work, and to prepare the report. 

 

Geosyntec’s expertise and historical knowledge of the site, including the playground area, dog park, northern hillside, and shooting range have made them a beneficial resource to the City when dealing with the LEA.  Geosyntec also developed a Workplan under a separate agreement which has been approved by the LEA and they performed field samplings and soil borings to evaluate the soil and the park’s current conditions. 

 

Services under this Agreement are in two phases for budget purposes.  The first phase includes the implementation of the Workplan and for one year of perimeter landfill gas monitoring and has a not to exceed amount of $546,400.  A second phase, written into the Agreement but not yet recommended for authorization to proceed, will provide a second year of perimeter landfill gas monitoring and reporting for an additional $92,300.  The total not-to-exceed value of the contract is $638,700.  However, staff is recommending only the authorization of the first phase at this time.  Geosyntec has provided useful insight, been responsive to the City, and provided reliable work products under previous contracts.  Therefore, staff recommends approving the agreement to allow for completion of the additional environmental services required by the LEA. 

 

COORDINATION

The Agreement has been reviewed and approved as to form by the City Attorney’s Office. 

 

FISCAL IMPACT

Funds in the amount of $550,000 are available in the Dominguez Park Landfill Use Program Project Budget.  Staff will recommend a subsequent appropriation during the FY 2027-28 CIP Budget to fund the second phase of the Agreement, if it is determined to be required.
