EXECUTIVE SUMMARY
The Police Department has been awarded a grant from the California Office of Traffic Safety (OTS) in an amount of $35,000 to participate in the Pedestrian and Bicycle Safety Program, for strategies to reduce the number of persons injured in accidents involving pedestrian and bicyclists. Activities will include bicycle rodeos, safety and maintenance inspections, community presentations, educational materials, and participation in national safety campaigns. The grant term runs from October 1, 2026 through September 30, 2027. No matching funds are required from the City. The grant funds will be distributed to the City on a reimbursement basis.
BACKGROUND
The mission of California OTS is to administer traffic safety grants that deliver innovative programs and eliminate traffic fatalities and injuries on California roadways. The goal of the Pedestrian and Bicycle Safety Grant Program is to reduce the number of persons injured in accidents involving pedestrians and bicyclists. The Redondo Beach Police Department has been awarded $35,000 in grant funds, which will reimburse overtime costs, materials, and supplies associated with the Police Department’s efforts to educate the community on pedestrian and bicycle safety.
Activities will include five bicycle rodeos with safety and maintenance inspections, five community safety presentations, and participation in campaigns including National Walk to School Day, National Bicycles Safety Month, and California’s Pedestrian Safety Month. Police personnel will develop a pedestrian and bicycle safety program and education materials for schools in an effort to reach students. The grant also funds the distribution of pedestrian and bicycle safety items, including helmets, to youth who receive traffic safety education during bicycle rodeos and presentations, along with free bicycle inspection and maintenance.
Staff recommends that the City Council approve the Agreement with California OTS and approve the Resolution appropriating the grant proceeds to the Intergovernmental Grants Fund.
COORDINATION
The Grant Agreement and Resolution have been approved as to form by the City Attorney’s Office. The Police Department will ensure compliance with grant requirements and coordinate all final performance reports and reimbursement claims with the Financial Services Department and OTS.
As the funding authority, OTS will coordinate signatures for the Grant Agreement. If the grant agreement is approved by City Council, OTS staff will route the Agreement directly to the Mayor for electronic signature.
FISCAL IMPACT
The grant is fully funded by OTS in the amount of $35,000. There is no requirement for matching funds from the City.
