EXECUTIVE SUMMARY
The Glenn Anderson Park Regional Stormwater Capture Green Streets Project (Project) is included in the updated and City Council approved Watershed Management Program as a priority project. Staff applied for regional Safe Clean Water (SCW, also known as Measure W) funding to help underwrite the costs of this multi-benefit project. The Project was selected by the Measure W South Santa Monica Bay Watershed Steering Committee to be awarded $782,000 of competitive SCW Regional Funding Program Funds.
City Council approved the Transfer Agreement to secure grant funds on February 6, 2024. This Resolution, which acknowledges the Mayor as an authorized agent to enter into the Transfer Agreement, and the City Manager, or his Designee, as the implementer of the Transfer Agreement is an additional requirement from the Los Angeles County Flood Control District (LACFCD) to successfully obtain the grant funds.
BACKGROUND
On February 15, 2023, the South Santa Monica Bay Watershed Area Steering Committee (WASC) approved the FY 2023-24 Stormwater Investment Plan that recommended funding for the Project. Approval of the Transfer Agreement and corresponding resolution will allow the City to move forward with the Project according to the terms and requirements outlined in the Transfer Agreement and implement a portion of the compliance actions outlined in the updated Enhanced Watershed Management Program (EWMP).
On November 7, 2023, the City Council awarded a contract to Tetra Tech to provide engineering support services for CEQA assessment, planning, LACFCD connection permitting, community outreach, and engineering design services. These activities are expected to take 12 months and will conclude with construction documents that are ready to advertise for bidding. Staff is expected to apply for construction funding in FY 2025-26.
On February 6, 2024, the City Council approved the Transfer Agreement required to secure the funding for the Project. As per the additional requirements from LACFCD, a resolution authorizing the City Manager, or his designee, to conduct all related negotiations, execute and submit all documents including but not limited to applications, agreements, payment requests, and any other grant-required correspondence necessary for the completion of the Project, is required to secure the grant funding of $782,000.
COORDINATION
The Resolution has been reviewed and approved as to form by the City Attorney’s Office.
FISCAL IMPACT
Approval of the Resolution and the Transfer Agreement will satisfy LACFCD requirements to obtain $782,000 in Measure W funding for the execution of the Project.
