EXECUTIVE SUMMARY
City representatives and members of the Redondo Beach Teamsters have collaboratively met and conferred in good faith, and have reached a three-year agreement for a successor Memorandum of Understanding (MOU), for the period January 1, 2024 through December 31, 2026.
The attached Agreement will provide represented members with the following enhanced terms and conditions of employment:
1) Effective November 4, 2023, a 10% increase to base salary.
2) In January 2025, an additional increase of 2% to base salary, along with the addition of a 5% “Step E” to the top of the pay scale range.
3) In January 2026, an additional increase of 2% to base salary, along with the addition of a 5% “Step F” to the top of the pay scale range.
4) Increases to various certificated bonus pays including standby pay, arborist certification pay, Class A license, pesticide certification, irrigation technician and playground inspector certifications.
5) Increases to tool allowances for mechanics and electricians.
6) Increases to monthly City health insurance contributions in January 2024, January 2025 and January 2026, consistent with other City bargaining units.
7) Increases to the ability to cash out accrued vacation pay.
8) Continuation of three December “holiday closures” (additional paid holidays off) in December 2024, 2025 and 2026.
The Teamsters Group currently has 70 active employees. The projected cost of the Agreement for FY 2023-24 is $416,074 and the total ongoing cost, beginning in year 3, is $1,428,706. The Agreement reflects a significant investment in the City’s Public Works employees and was reached in recognition of the recent salary survey which showed members of the group as receiving salary and benefits that were largely below comparative cities. Approval of this agreement will make Redondo Beach a more attractive employer and help retain critical Public Works personnel.
BACKGROUND
City and Teamsters representatives have engaged in good faith negotiations to prepare a successor MOU. The existing MOU between the City and the Teamsters was a three-year contract set to expire on December 31, 2023. The previous Agreement provided a 1% base salary increase in 2022 and a 2% base salary increase in 2023, along with increases to health insurance contributions and continuation of the City’s “holiday closure” (three additional December holidays) between Christmas and New Year’s Day during each year of the Agreement).
This successor MOU, if approved, will maintain the existing terms and conditions of employment, with the following changes:
Term: Three years, from January 1, 2024 through December 31, 2026
Salaries: Represented employees will receive a 10% increase to base salary effective November 4, 2023, which was the pay period in which the agreement was ratified. In addition, in the first full pay period of January 2025, employees will receive a 2% base salary increase, along with the addition of a 5% “Step E” to the top of the pay scale range. In the first full pay period of January 2026, employees will also receive a 2% base salary increase with the addition of a 5% “Step F” to the top of the pay scale range.
Certification Pays: Effective November 4, 2023, represented members will also see increases to various certification/special pays, including:
• Standby Pay will go from $200 to $400 per week.
• Class A License Pay will go from 2.5% to 3% of base salary.
• Irrigation Technician Certification Pay will go from a flat fee of $100 to 5% of base salary.
• Pesticide Applicator Certificate Pay will go from $75 to 5% of base salary.
• Playground Inspector Certificate Pay of 5% is established for up to three employees assigned those duties.
Health Contributions: In January 2024, represented employees will receive a $50, $100, or $150 per month increase to their monthly health insurance contributions, for employee, employee plus one, and family coverages. In January 2025 and January 2026, employees will receive additional increases in the same amounts to maintain their coverage at the same level as the City’s other bargaining units.
Holiday Closures: Employees will receive three additional paid holidays each December in 2024, 2025, and 2026. City Hall offices will be closed on these days, as has regularly occurred over the past several years.
The provisions in this MOU were approved by the Redondo Beach Teamsters Board and ratified by the bargaining unit on November 15, 2023. The Teamsters currently have 70 active employees and represent many various job classifications such as Maintenance Worker, Pump Station Operator, Senior Park Caretaker, and Mechanic.
COORDINATION
This report was prepared by the Human Resources Department. The resolution and MOU were approved as to form by the City Attorney’s Office.
FISCAL IMPACT
The FY 2023-24 cost of the Agreement is $416,074 and is funded by the monies set aside in the FY 2023-24 Budget for employee salary and benefit increases. The total ongoing annual costs of the Agreement, beginning in 2026 (Year 3), are approximately $1,428,706 and will be included in future Fiscal Year Budgets.
