EXECUTIVE SUMMARY
T-Mobile will provide wireless voice, text, and data telecommunications services and devices including, but not limited to smartphones, tablets, hotspots, and routers to support various public safety operations. T-Mobile is one of the nation’s largest wireless communications providers and provides the best coverage and data speeds in Redondo Beach. T-Mobile also offers public safety agencies preferred pricing and service through their Connecting Heroes service program. The Police Department’s current fleet of wireless devices is scheduled for replacement this year. This agreement will allow the Department to replace these devices in as price competitive a manner as possible.
BACKGROUND
The Information Technology Department has historically provided a number of wireless communications devices to Police Department staff through the City’s Verizon Wireless Agreement. Over the past 5 years, T-Mobile has made a significant investment in infrastructure within the City, making it a viable service provider option for critical public safety mobile devices, while also providing cost-effective pricing options to the City through the Connecting Heroes service program.
With increased demand for in the field communications extending to all officers, including increased reporting requirements for compliance with the Racial and Identity Profiling Act (RIPA), the need for cost effective wireless services has increased. The Police Department’s current fleet of wireless devices is scheduled for replacement this year and is insufficient to meet the increased requirements. The proposed Agreement with T-Mobile will allow the Police Department to select and purchase a comprehensive set of new devices and mobile services without impacting the current amount budgeted for these items.
The terms of the Agreement are governed by NASPO ValuePoint Contract No. MA176, a procurement vehicle that allows the City to secure competitive pricing leveraging the increased buying power a cooperative purchasing consortium provides. The proposed pricing reflects a 55% discount on per-device costs.
COORDINATION
The Information Technology Department coordinated directly with T-Mobile, the Police Department, and the City Attorney’s Office to evaluate the Agreement. The Agreement has been approved as to form by the City Attorney’s Office.
FISCAL IMPACT
There is no cost for participation in the Connecting Heroes service program.
Funding for the purchase of replacement mobile devices for the Police Department is available in the Information Technology Department’s FY 2023-24 Adopted Budget:
