EXECUTIVE SUMMARY

The Kingsdale Avenue Resurfacing Project, Job No. 40880 (Project), is designed to rehabilitate pavement on Kingsdale Avenue from Grant Avenue to 182nd Street using a full-depth reconstruction method.  This portion of Kingsdale is a primary corridor for bus and transit vehicles, and serves several commercial properties including the South Bay Social District. 

 

On March 11, 2025, the City Council approved plans and specifications for the Project and authorized competitive bidding.  On April 24, 2025, six bids were received and publicly opened.  Following staff’s review of the bid package and confirmation of the bid tabulation, Sequel Contractors, Inc., with a bid of $1,151,000, was found to provide the lowest responsive bid. 

 

Funds for this Project are available in Capital Improvement Project (CIP), Job No. 40880. 

 

Staff recommends that City Council adopt the resolution awarding the contract for construction of the Project to Sequel Contractors, Inc. in the amount of $1,151,000.  Construction is expected to begin in the summer of 2025 and is estimated to take approximately 50 working days to complete. 

 

BACKGROUND

On December 14, 2021, the City Council approved an agreement for design of the Project to BKF Engineers.  The Project’s initial objective was to rehabilitate Kingsdale Avenue between 182nd Street and Grant Avenue through resurfacing (grind and overlay) and to repair access ramps, curbs, gutters, and drainage facilities, as necessary.  However, unexpected results during the geotechnical investigation phase identified that more extensive geotechnical work be completed as part of the project.  The extended investigation uncovered substandard pavement structure in many places that required repair.  This, coupled with the knowledge that the street serves a high volume of transit and heavy commercial vehicles, staff recommended the design include a full depth reconstruction of the entire length of the Project. 

 

On March 11, 2025, the City Council approved the final plans and specifications for the Project and authorized it to be released for competitive bidding.  On April 24, 2025, six bids were received and publicly opened with Sequel Contractors, Inc. as the apparent lowest bidder with a bid of $1,222,610.  Following staff’s review of the bid package and confirmation of the bid tabulation, Sequel Contractors, Inc.’s total bid amount was determined to be $1,151,000 based on the unit costs.  Sequel Contractors, Inc. acknowledged their computation mistake and expressed their willingness to perform the work at the lower total bid price.  As such, Sequel Contractors, Inc., with a bid of $1,151,000, was found to have provided the lowest responsive bid from a responsible bidder. 

 

COORDINATION

The development of the Project Plans and Specifications were coordinated by the Engineering Services Division of the Public Works Department.  Construction of the Project will be coordinated with the Transit Services Division of the Community Services Department to accommodate bus traffic during completion of the project. 

 

FISCAL IMPACT

Funds for the Project are available in CIP Job No. 40880.  Construction of the Project is eligible to be funded entirely by local return Proposition C funds, because Kingsdale Ave. is a dedicated bus route.
