EXECUTIVE SUMMARY

The current Capital Improvement Program (CIP) includes $4,300,000 in available funds for the Manhattan Beach Boulevard Resurfacing - Aviation Boulevard to Inglewood Avenue Project (Project).  The Project will improve the roadway along Manhattan Beach Boulevard from Aviation Boulevard to Inglewood Avenue, which is approximately one mile in length.  The Project includes asphalt resurfacing, striping modifications, traffic signal modifications at the intersection of Manhattan Beach Boulevard and Dow Avenue, landscaping and irrigation design for the existing raised center medians and frontage road median, installation of drywells, and installation of Class II bike lanes along the entire Project corridor.

 

On October 3, 2023, the City Council approved plans and specifications for the Project and authorized competitive bidding.  On November 16, 2023, six bids were received and publicly opened.  The bid from Toro Enterprises, Inc., in the amount of $4,162,813.75, was found to be the lowest responsive bid from a responsible bidder.

 

Staff recommends the City Council adopt the attached Resolution awarding the project to Toro Enterprises, Inc. and authorizing contract execution. 

 

BACKGROUND

On July 7, 2020, the City Council approved a professional services agreement with Cannon Corporation, Inc. (Cannon) to provide design engineering services related to the Project.  The Agreement was amended twice to accommodate City requested additions to the design scope of work.

 

On January 19, 2021, staff presented the design concept to City Council for their input and consideration.  The Project initially scoped Class II bicycle facilities only, but it was determined that a potential Class II buffered bike lane throughout the entire westbound and about half of the eastbound corridor alternative could be installed with several modifications to roadway geometry, such as removal of a westbound through lane.  A traffic analysis was conducted and it was determined the lane reduction would not significantly impact traffic operations or level of service along the corridor.

 

On October 3, 2023, the City Council approved plans and specifications for the Project, authorized competitive bidding, and appropriated additional funds.

 

On November 16, 2023, six bids were received and publicly opened (see attached bid results).  After reviewing the bids, Toro’s bid of $4,162,813.75 was found to be the responsible bidder with lowest responsive bid.

 

The total Project budget in the adopted Five-Year CIP is $5,699,806.  Funding is available to support the construction contract and to provide $416,281 (10%) for contract contingency.  In addition, the budget provides an additional $1,120,711 for soft costs including construction management (10%), inspection (10%), and project management (5%), along with incidental costs.  The increased cost of construction is attributed to the high demand for related contract work, national supply chain pressures, inflation, and the associated impact on the cost of materials.

 

If awarded, Project construction is expected to begin in mid-2024, following delivery of traffic signal equipment, which has a long lead time, and is expected to be completed within one-hundred working days.
