EXECUTIVE SUMMARY

As part of the City’s commitment to removing physical barriers in the public right of way, the City Council has established and funded CIP Job No. 40399, Citywide Curb Ramp Improvements Project, in the City’s Capital Improvement Program.  For this project, the Public Works Department has identified 24 locations in the City that do not meet current accessibility requirements for curb ramps.  The rehabilitation of these locations will help ensure that pedestrians and persons with locomotion challenges such as wheelchair users, can safely navigate the City’s sidewalk corridors safely, while also protecting the City from liability.

 

As noted, 24 ramps will be improved with the completion of the proposed project.  The ramps included in this project have been identified through residential requests for service and public works inspections, with a particular emphasis on locations that do not currently have a ramp.  The City Council has previously approved plans and specifications for the project and authorized competitive bidding. The City received 11 bids and DT Stellar General Engineering with a bid of $537,887.50 was found to be the lowest, responsible bidder.  With award of the contract as recommended, project construction is expected to begin in December and to be completed within sixty 60 working days.  The project budget, which is funded by Community Development Block Grant (CDBG) and Local Return Measure M and TDA Article III Funds, is sufficient to cover the construction expense, plus a 10% contingency and other project implementation costs.

 

BACKGROUND

The current phase of the Citywide Curb Ramp Improvements Project, Job No. 40399 is included in the City’s FY 2026-27 Capital Improvement Program (CIP).  Staff from the Public Works Department identified street crossings within the City that have accessibility issues and/or are in disrepair.  Intersections identified for the proposed curb ramps are included as an attachment with the locations sorted by Council District. 

 

Improving the 24 curb ramp locations will allow for greater access for pedestrian traffic throughout the City and will bring the City into better compliance with portions of the Americans with Disabilities Act (ADA) pertaining with municipal infrastructure.  On July 7, 2026, the City Council approved plans and specifications for the project and authorized competitive bidding.  On August 27, 2026, 11 bids were received and were publicly opened at the City Clerk’s Office.  DT Stellar General Engineering, provided the lowest bid amount at $537,887.50.  Following review of the bids, by City staff and the City’s CDBG grant coordinator, DT Stellar General Engineering was also found to be the lowest responsive bidder.

 

Staff recommends the City Council adopt the attached Resolution (Attachment 1) awarding construction of the project to DT Stellar General Engineering in the amount of $537,887.50.  Following the City Council’s adoption of the Resolution of Award, and subsequent contract execution, project construction is expected to begin in December 2026 and be completed within 60 working days.  With the predicted significant El Nino event, it should be mentioned that this schedule is potentially subject to weather conditions.

 

COORDINATION

The development of the project plans and specifications were coordinated by the Public Works Department Engineering Services Division.  Project Specifications were further coordinated with and reviewed by the City’s Federal CDBG Grant Coordinator to ensure compliance instructions were accounted for and that the bids met all applicable grant requirements. 

 

FISCAL IMPACT

Construction of the Project is funded by CDBG and Local Return Measure M and TDA Article III Funds.
