EXECUTIVE SUMMARY
The Redondo Beach Boulevard (RBB) Traffic Signal Synchronization Program (TSSP) is a traffic signal improvement program led by the Los Angeles County Department of Public Works (LACDPW) and funded largely through the Los Angeles County Metropolitan Transportation Authority (Metro). The goal of the program is to improve traffic signal synchronization and traffic flow along corridors that cross multiple jurisdictions. Staff worked with the LACDPW design team to address signal improvements along RBB within the City’s jurisdiction at Artesia Blvd. LACDPW has incorporated the comments from City staff into the final design and the plan set is now ready for approval by our jurisdiction, which is required prior to the solicitation of construction contracts. Staff recommends approval of the plans and specifications, which are available for review in the office area of the Engineering Services Division at City Hall.
BACKGROUND
The TSSP helps local agencies upgrade traffic signals and improve traffic signal timing around the County, especially along corridors that cross multiple jurisdictions. Some examples of TSSP corridors in the City are Artesia Boulevard and Inglewood Avenue. This particular TSSP spans Redondo Beach Blvd. between Artesia Blvd. and Vermont Avenue. The only component of the project that is within Redondo Beach is the traffic signal upgrade at RBB and Artesia Boulevard, which is shared with Lawndale. LACDPW also provides maintenance support at this intersection.
The City’s cost share, if required, would be based on project costs associated only with the portion of the intersection in the City’s jurisdiction. The work consists of a new curb ramp, video detection equipment, new traffic signal poles and heads, signal wiring, and accessible pedestrian push buttons. These upgrades are necessary in order to improve signal timing, traffic signal coordination, and accessibility along RBB.
The plans for the program are now complete and ready for advertising and award. The plans for the project are available for review at the Plans and Specifications Review Area located behind the Engineering permit counter in City Hall. Construction is expected to begin in 2026 and will be led by LACDPW.
COORDINATION
The development of Project plans was coordinated with LACDPW.
FISCAL IMPACT
There is no cost associated with approving the plans and specifications. The recommended action does not constitute a contractual funding commitment by the City with the County at this time. Based on previous TSSP projects, a 20% local match of the City’s portion of the project may be required. If the local match is similar to prior projects, staff anticipates it to be modest, and funding would be available in the City’s Traffic Signal Improvements account. Once the City’s portion is determined and a cost sharing agreement has been finalized, an agreement will be presented to Council for consideration of approval.
