EXECUTIVE SUMMARY
Approval of the agreement with ACCO Engineered Systems would allow for the purchase and installation of a critical replacement chiller unit at the Redondo Beach Performing Arts Center. The existing chiller is over 25 years old and has exceeded its useful life. The cost for all labor, equipment, materials and a five-year warranty for the product would not exceed $365,438.21, including a 10% contingency. The new chiller would be installed and operational by late January 2026, improve the PAC’s operating conditions and reduce energy costs.
BACKGROUND
The Redondo Beach Performing Arts Center contains a variety of equipment that regulates climate conditions in all areas of the building and keeps the facility comfortable for facility users, particularly during large performances. The largest piece of equipment is a 145-ton, air-cooled chiller that is over 25 years old. As the unit has exceeded its useful life, it is subject to more frequent failures and has required an increasing amount of maintenance.
The City’s current HVAC maintenance contractor, ACCO Engineered Systems, has proposed providing and installing a suitable replacement unit, a 150-ton Daikin Trailblazer chiller, for a cost not to exceed $365,438.21, including a 10% contingency. The service would include all necessary plans and calculations, removal and disposal of the existing unit, modifications to piping as needed, testing the new unit and a five-year warranty on all equipment, parts and labor.
Staff researched other alternatives and found the pricing proposed by ACCO to be reasonable and competitive in the marketplace. The purchase and installation would satisfy the City’s purchasing procedures by utilizing the Gordian/Sourcewell cooperative purchasing program. The chiller replacement would be a capital project designated as maintenance/repair per Title 2, Section 6.1 of the Redondo Beach Municipal Code.
The estimated timeframe for chiller purchase and installation is as follows:
Design & Procurement: 8 to 10 weeks
Installation: 2 weeks
Testing: 1 week
The new chiller is expected to be delivered, in place, and functional in late January 2026.
COORDINATION
This report was coordinated by the Public Works Department. The City Attorney’s Office prepared the maintenance and repair Agreement.
FISCAL IMPACT
The cost for a new 150-ton chiller for the Performing Arts Center, including installation and a five-year warranty, would not exceed $365,438.21, including a 10% contingency. Funding for the replacement is available in the Capital Improvement Program Budget, via Redondo Beach Performing Arts Center Modernization Project Account #20910.
