EXECUTIVE SUMMARY
Approval of the recommended action would amend the City’s Street Striping Services Agreement with WGJ Enterprises, Inc. dba PCI Corporation (PCI Striping) to provide the contract funding needed to complete the citywide restriping effort. Specifically, it is estimated that $450,000 is needed to restripe the remaining streets, which are located in Council Districts 4 and 5. Funding for the additional services is available in the Citywide Street Striping Capital Improvement Project (CIP). The revised not to exceed amount of the contract, if approved, would be $1,298,597. PCI has performed well for the City and is expected to complete the proposed work by April 2025.
BACKGROUND
On May 3, 2022, the City Council awarded three-year agreements to PCI Striping and Superior Pavement Markings to provide Citywide street striping services. On October 4, 2022, the Council approved amendments to each agreement to increase the not to exceed amounts to $479,000, which allowed each vendor to provide striping services for a large segment of the City. On August 1, 2023, the Council approved shifting the majority of the contract funding to PCI Striping, as Superior Pavement Markings informed the Public Works Department that it was unable to perform the requested services. This brought the not to exceed amount for the PCI Striping agreement to $848,597. A significant amount of striping remains to be performed in Districts 4 and 5 in order to complete the citywide effort. In order to implement this work, it is requested that the not to exceed amount for the Agreement be increased by $450,000, which would bring the new total to $1,298,597. Funding is available in the Citywide Street Striping CIP.
Staff also recommends the City Council approval of a resolution confirming that the proposed street striping work qualifies as maintenance rather than a public works construction project. Projects deemed to be maintenance do not require a formal sealed bidding process.
COORDINATION
The Public Works Department coordinated the preparation of this item. The City Attorney’s Office prepared the contract amendment and Resolution.
FISCAL IMPACT
The estimated cost to perform remaining street striping services in Districts 4 and 5 is approximately $450,000. Funding is available in the Citywide Street Striping CIP, Project #41180.
