EXECUTIVE SUMMARY

On December 10, 2024, Council approved a consulting services contract with Geosyntec Consultants, Inc. (C) to perform environmental support services for the Police Department Shooting Range project and the ongoing playground construction project at Dominguez Park at a cost of $216,100. 

 

The proposed first amendment, if approved, would increase the contract amount by $23,950 and support three City Capital Improvement Projects in and around Dominguez Park.  There would be no change to the Agreement’s term.  Geosyntec would provide technical documentation to support the City’s project review application required by the Los Angeles County Department of Public Health related to the playground project, perform three additional field samples in the vicinity of the City’s shooting range, complete three soil borings on the northern side of the park, along 190th Street, to evaluate potential causes of erosion along the slope, and prepare an engineering report that includes an erosion and sediment control plan.

 

BACKGROUND

In December 2024, the City Council approved a contract with Geosyntec to determine the potential environmental impacts of the Shooting Range project, per the National Environmental Policy Act (NEPA) and California Environmental Quality Act requirements in anticipation of the pending grant application for Federal funding of the project.  The scope of work included document review, NEPA and CEQA compliance analysis, building materials survey, decomposed granite and shallow soil excavation, vapor intrusion field investigation, health risk assessment, and a remediation memorandum. 

 

Secondly, during the construction of the Dominguez Park Playground Equipment Improvement Project, the County of Los Angeles Department of Public Health, acting as the Local Enforcement Agency (LEA) for the State, issued a letter to the City claiming authority under California Regulation Code - Title 27 (27 CCR), Section 21190 to review the environmental impacts of the project, to which the City is responding.  As part of the original contract, Geosyntec gathered historic documentation of the site, initiated public document requests with the various regulatory agencies, evaluated compliance with California Code of regulations Title 27, and reviewed and analyzed potential environmental health threats with this action.  The analysis and report was submitted to the County, however, the LEA requires additional analysis and a more formalized report.  Additional environmental support services are necessary to respond to the LEA. 

 

Finally, the City has a project to restore and improve the hillside drainage and landscaping along the northern boundary of Dominguez Park, adjacent to 190th Street.  Soil samples are needed for the field investigation supporting design of the project.  Because the project is also located at the former landfill site, staff is working on the design in anticipation of a review by the LEA. 

 

Geosyntec is familiar with the park site, including the playground area, dog park, northern hillside, and shooting range and has provided useful insight and work products under the existing contract.  Therefore, staff recommends approving the attached first amendment to allow additional environmental support services that will update the support documents requested by the LEA, perform three additional field samplings to evaluate soil conditions, and perform three soil borings along the north slope of the park along 190th Street to determine the causes of erosion and recommendations for stabilization. 

 

COORDINATION

The City Attorney’s Office approved the proposed first amendment as to form.

Funding for the contract amendment is available in the CIP Budget and Public Works Department Operating Budget.
