EXECUTIVE SUMMARY

The Kingsdale Avenue (Grant Avenue to 182nd Street) Project, Job No. 40880 (Project), is designed to rehabilitate pavement on Kingsdale Avenue between Grant Avenue and 182nd Street using a full depth reconstruction method.  It was initially thought that the rehabilitation of this project could be accomplished using the grind and overlay street improvement process.  However, further geotechnical investigation revealed the absence of sufficient aggregate base layers under the existing pavement to use this less extensive approach. 

 

This portion of Kingsdale is a primary corridor for bus and transit vehicles, serves several commercial businesses, and the South Bay Social District.  Given the substandard pavement base structure and the use by heavier vehicles visiting the area, staff is recommending a full depth reconstruction for the entire length of the Project.  Full depth pavement reconstruction involves completely removing and rebuilding the pavement structure, including the base layers, which provides a more durable long-term roadway.

 

The design of the Project is now complete and the construction plans and specifications have been finalized and are ready for competitive bidding upon approval by the City Council.  The plans and specifications are available for review at the plans and specifications review area located behind the Engineering permit counter at City Hall and will be posted online by the first day of advertising.  The Engineer’s construction estimate for the project is $1.41 million and is within budget.  Construction is expected to begin in June of 2025 and is estimated to take approximately 50 working days to complete.

 

BACKGROUND

On August 11, 2021, City staff initiated a Request for Proposal process to solicit proposals from qualified engineering firms for the design of the Project.  On September 9, 2021, the City received six proposals.  Out of the six proposals, BKF Engineers was determined to have the best combination of experience on similar projects, price, and references.  On December 14, 2021, the City Council awarded a consulting services contract to BKF Engineers for Kingsdale Avenue Resurfacing Design Services from 182nd Street to Grant Avenue Project, Job No. 40880.

 

The Project’s initial objective was to rehabilitate Kingsdale Avenue between 182nd Street and Grant Avenue through resurfacing (grind and overlay) and repair of access ramps, curbs, gutters, and drainage facilities, as necessary.  However, unexpected results during the geotechnical investigation phase required additional design work and geotechnical investigation to be performed.  City Council awarded a contract amendment to BKF Engineers for the additional design and investigation services on October 17, 2023.  Subsequently, in the spring of 2024 the Americans with Disability Act (ADA) regulations were also updated, triggering modifications to the design to meet new ADA requirements.  These modifications were included in a second amendment to the Agreement with BKF Engineers, which was approved by the City Council on October 15, 2024.

 

The design of a full depth reconstruction for the entire length of the Project, including improvements for ADA compliance, is now complete.  The plans and specifications have been finalized and are ready for competitive bidding for construction upon approval by the City Council.  The plans and specifications are available for review at the plans and specifications review area located behind the Engineering permit counter at the City Hall and will be posted online by the first day of advertising.

COORDINATION

Development of the Project plans and specifications was coordinated by the Public Works Engineering Services Division.  The Project was further discussed with the City of Torrance for introduction of a crosswalk and curb ramp at the Kingsdale Ave /182nd Street intersection.  Construction activities will be coordinated with the Community Services’ Transit Division to accommodate bus traffic.

 

FISCAL IMPACT

The engineers estimate for construction of the Project is within budget.  Funding for the Project is from local return Prop C monies, which are restricted for transportation uses only.
