ADOPT BY TITLE ONLY RESOLUTION NO. CC-2404-026, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, AMENDING THE OFFICIAL BOOK OF CLASS SPECIFICATIONS FOR THE POSITION OF PLANNING MANAGER
end
EXECUTIVE SUMMARY
The City maintains an official book of class specifications for positions in the service of Redondo Beach. Pursuant to Article 6, Chapter 3 of the Municipal Code, class specifications are periodically reviewed and updated to validate current job duties, responsibilities, and qualifications. As part of the Fiscal Year 2023-24 Adopted Budget, the City Council approved Decision Package #29 - Planning Manager Position Reclassification. The decision package provided funding to expand the Planning Manager’s role in the management and supervision of the Community Development Department’s work activities and to increase the position’s level of compensation. The proposed job specification, if approved, would update the position’s duties accordingly and revise its salary range.
BACKGROUND
As the City continues to address significant advanced planning and housing implementation requirements, it is necessary for the Planning Manager to take on a larger role in the management and supervision of the Department’s staff and various work activities. In recognition of this need, the City Council approved an ongoing appropriation of $15,000 in the Budget to increase the Planning Manager salary range by approximately $1,200 per month and to match the range of the Principal Engineer Position, which is $9,170 - $11,912 per month.
The existing job specification for the Planning Manager was last revised in 2015 and, as mentioned, the Planning Manager’s role has changed significantly since that time. The revised job specification officially updates and modernizes the scope and duties of the position, in conformance with the City's current goals and work objectives.
The Planning Manager position is an unclassified position assigned to the Professional and Supervisory Association bargaining unit. The proposed changes have been reviewed, and are supported, by the Association.
COORDINATION
The Human Resources Department coordinated the revised class specification with the Community Development Department, the City Manager’s Office and the Professional and Supervisory Association. The Resolution was reviewed and approved as to form by the City Attorney’s Office.
FISCAL IMPACT
Funding for the position upgrade was approved as part of the 2023-24 Fiscal Year Budget.
