EXECUTIVE SUMMARY
Consistent with the Wilderness Park Project direction provided by City Council during the recent capital project prioritization discussion, approval of this recommendation would award an agreement for replacement of the roofs at the Wilderness Park and Alta Vista Park Community Centers. Both existing roofs have been in place for over 35 years and are in poor condition. Avalon Roofing of Gardena, California will provide all of the labor, materials, and equipment needed to replace the roofs for a total cost not to exceed $199,320, including $1,500 contingency for unforeseen changes.
The Wilderness Park Redesign Pond and Clubhouse Project, which has been designated a priority project, includes repairs to the community center’s roof, kitchen, and flooring, repainting of the building, upgrades to the restrooms, and the design of significant park pond renovations. Approval of the proposed budget modification would reallocate and allow for the expedited expenditure of available Community Development Block Grant (CDBG) monies, which are near the end of their funding term, and supplement the Wilderness Park Project’s original budget.
BACKGROUND
The roof on the office facility at Wilderness Park is nearly 40 years old and needs to be replaced. The roof on the Alta Vista Park Community Center is over 35 years old and also needs to be replaced. Staff obtained proposals from the following companies to provide the labor and materials needed to perform the replacements:
- Avalon Roofing: $199,320
- OM Roofing: $199,531
The proposal submitted by Avalon Roofing Inc. presents the most desirable combination of qualifications, experience, and pricing. Avalon Roofing provided the City with professional, high quality services during the replacement of the Morrell House roof in 2020 and the Anderson Park Scout House roofs in 2021. The company will provide all labor, materials, and equipment needed to perform the roof replacement for a cost not to exceed $199,320, including $1,500 as contingency for unforeseen changes.
Also proposed is a resolution to reallocate CDBG funds, which need to be expended by April 15, 2024, from the Citywide Curb Ramp Improvements Project to the roof replacement project budgets, and resolutions confirming that both roof projects qualify as maintenance rather than Public Works construction.
COORDINATION
The Public Works and Financial Services Departments prepared the item. The City Attorney’s Office approved the Agreement and Resolutions of Maintenance and Budget Modification as to form.
FISCAL IMPACT
The cost to replace the roofs at the Wilderness Park office building and Alta Vista Park Community Center will not exceed $199,320. $197,820 in funding is available through the proposed CDBG allocation. Funding for the additional $1,500 contingency is available in the Wilderness Park Project Budget.
