EXECUTIVE SUMMARY
The City of Redondo Beach receives Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) to support community development activities including infrastructure improvements and public service programs. To qualify for these funds, the City must complete a five-year Consolidated Plan outlining housing and community development goals. The proposed 2025-2030 plan addresses key needs identified through data analysis and extensive community engagement. To remain compliant with HUD requirements, a 30-day public review of the proposed Consolidated Plan began April 5, 2025 and will continue through May 5, 2025. This public hearing is the first of two required by HUD and provides an introduction of the proposed plan. Staff will return with a final public hearing on May 6 which will provide the Council with the opportunity to review any public comments received and consider formal adoption of the plan.
BACKGROUND
The City of Redondo Beach receives CDBG funds from HUD to support a wide range of community development activities ranging from infrastructure improvements, such as ADA curb ramps, to public service programs that provide assistance to residents in need. As part of the requirements to receive this annual funding, the City must develop and complete an Analysis of Impediments (AI) report, which includes a comprehensive analysis of the City’s regulations, policies, laws, and practices related to housing inventory and how current conditions in both the private and public sector affect fair housing choice. The AI report identifies barriers to housing and strategies to overcome them and was approved by the City Council on January 21, 2025.
Following completion of the AI, a complementary Consolidated Plan is required to be adopted, which utilizes the results provided in the AI to develop a comprehensive report that describes the City’s housing and community development goals for the next five years. The current AI and Consolidated Plan are for fiscal year’s 2020-2025, and the proposed Consolidated Plan would be for the 2025-2030 cycle.
The Consolidated Plan serves as the City’s application to HUD in order to receive and utilize CDBG funds for eligible services or projects. The proposed 2025-2030 Consolidated Plan identifies and develops a strategy to address critical housing and community needs that can be supported through the allocation of CDBG funds. Throughout the five-year cycle of the Consolidated Plan, the City submits an Annual Action Plan which provides a concise summary of all activities funded through the use of CDBG monies, and other local sources, to address the specific goals identified in the Consolidated Plan. This helps to ensure that the City remains aligned with its intended goals and supports areas identified to be of the most need.
The proposed 2025-2030 Consolidated Plan was developed following an extensive review and analysis of key data, including:
• U.S. Census (demographics)
• American Community Survey (household characteristics)
• Comprehensive Housing Affordable Strategy (housing market)
• Los Angeles Homeless Service Authority (homeless characteristics)
• U.S. Census (income)
• American Community Survey (workforce)
• Comprehensive Housing Affordability Strategy (housing problems)
• Home Mortgage Disclosure Act (home loans)
A comprehensive community engagement strategy was also implemented and included a community survey, seven community meetings, posting of informational flyers throughout City facilities, social media posts, and seven stakeholder interviews. Additionally, demographics, housing affordability, homelessness, and economics data was collected and analyzed to produce the following proposed goals. Included with the goals are proposed approaches to accomplishing these goals; however, there remains flexibility on how the City accomplishes each one throughout the five-year term:

HUD requires a 30-day public review period for the proposed Consolidated Plan in addition to two public hearings, one to introduce the proposed plan and a second hearing to adopt it. The public review period began on April 5 and will end on May 5, 2025. Copies of the proposed Consolidated Plan can be found on the City’s website as well as hard copies at the following locations:
• Main Library
• North Branch Library
• City Clerk’s Office
• Community Services Office
The second public hearing is scheduled for the City Council’s May 6, 2025 meeting. This will provide time to adopt and submit the plan prior to HUD’s established May 15, 2025 deadline.
COORDINATION
The Community Services Department coordinated with the Community Development Department, as well as the City’s CDBG consultants, to prepare the proposed 2025-2030 Consolidated Plan.
FISCAL IMPACT
There is no fiscal impact associated with the preparation of the 2025-2030 Consolidated Plan as all program activities are funded through the CDBG program. For the past several years, the City has focused its use of annual CDBG funds on improvements to public facilities and ADA curb ramps throughout the City, various social services, and the mobility access and emergency repair program.
