EXECUTIVE SUMMARY
The City maintains an Official Book of Class Specifications for positions in the service of the City of Redondo Beach. Positions are periodically reviewed and/or updated to validate current job duties, responsibilities, and qualifications. The Police Department requests that the City Council update the job specifications for Communications Dispatcher Trainee and Communications Dispatcher to reflect the requirement of Emergency Medical Dispatch (EMD) certification within the first 12 months of appointment.
BACKGROUND
On December 19, 2023, the City Council ratified the City Employees Association (CEA) Memorandum of Understanding (MOU) for the term of January 1, 2024 through December 31, 2026. The CEA MOU governs the Communications Dispatcher Trainee and Communications Dispatcher classifications. Upon ratification, both of these classifications were required to be trained and certified in EMD.
On January 18, 2024, the City Council approved an agreement with PowerPhone which provides certification, training, and live call instruction for EMD, which is performed by the Communications Dispatcher Trainee and Communications Dispatcher classifications.
With City Council approval, the Communications Dispatcher Trainee and Communications Dispatcher classifications will be updated to reflect the requirement to obtain an EMD certification within the first 12 months of appointment.
This action is recommended pursuant to Section 2-3.502 of Article 5 and Section 2-3.603 of Article 6, Chapter 3. Title 2 of the Redondo Beach Municipal Code, which authorizes the Mayor and City Council to set forth, from time to time, the class titles and specifications for job classifications. The proposed job specifications for Communications Dispatcher Trainee and Dispatcher have been discussed with, and approved by, the CEA, which serves as the applicable labor association for the identified job specifications.
COORDINATION
The Police Department coordinated modification of the class specifications with the Human Resources Department and CEA. The City Attorney’s Office reviewed and approved the Resolutions as to form.
FISCAL IMPACT
There is no fiscal impact associated with amending the City’s Official Book of Positions. Increased compensation for the new job requirement was approved as part of the recent MOU.
