EXECUTIVE SUMMARY

Each year, the City temporarily modifies local parking regulations around Redondo Union High School to accommodate participants and visitors attending the Redondo Beach Unified School District’s Middle School Commencement and High School Graduation ceremonies.  Staff recommends the City Council continue this practice and approve the proposed Resolution authorizing public parking within the Vincent and Vincent 2 Preferential Parking Districts for the ceremonies to be held on June 11 and 12, 2026.

 

BACKGROUND

In prior years, the City Council has approved the temporary suspension of preferential parking restrictions on the north and south sides of the Redondo Union High School campus to accommodate High School Graduation and Middle School Commencement ceremonies.  The Vincent Preferential Parking District restricts parking from 8:00 a.m. to 10:00 p.m. daily. The Vincent 2 Preferential Parking District restricts parking from 2:00 p.m. to 10:00 p.m. Monday through Friday, and from 8:00 a.m. to 10:00 a.m. on Saturday.

 

Each year, commencement and graduation ceremonies for Patricia Dreizler Continuation High School and Adams and Parras Middle Schools are held at the Redondo Union High School auditorium one day prior to the Redondo Union High School graduation ceremony in Sea Hawk Bowl.  For 2026, these ceremonies are scheduled to occur throughout the day on Thursday, June 11, 2026, and Friday, June 12, 2026.

 

Graduates’ families are directed to park on the north side of the high school in the parking lots adjacent to Diamond Street.  However, based on the number of invited guests and historical observations regarding attendance, staff anticipates that extended family members, friends, alumni, and persons with disabilities may also seek parking on the south side of the campus within the Vincent and Vincent 2 Preferential Parking Districts.

 

Pursuant to Section 3-7.1701 of the Redondo Beach Municipal Code, the City Council may revise the hours of a preferential parking district to accommodate special events.  Accordingly, staff recommends the City Council approve the temporary suspension of parking restrictions within the Vincent and Vincent 2 Preferential Parking Districts on Thursday, June 11, 2026, and Friday, June 12, 2026 in order to support these important community ceremonies.  Staff further believes that the issuance of citations during the planned commencement ceremonies would not serve the best interests of the community.

 

COORDINATION

The Police Department coordinated the preparation of the proposed Resolution with the City Attorney’s Office.

 

FISCAL IMPACT

Preparation of this report and associated actions are funded as part of the FY 2025-26 Adopted Budget for the Police Department.
