DISCUSSION AND POSSIBLE ACTION TO REVIEW THE YOUTH COMMISSION’S SUBCOMMITTEES AND CONSIDER CONSOLIDATION OF THE ONE-STOP SHOP & SOCIAL MEDIA SUBCOMMITTEES; AND THE TEEN & FAMILY EVENTS AND TEEN CENTER SUBCOMMITTEES
end
BACKGROUND
At the Youth Commission’s (Commission) November 7 meeting, it prioritized a list of projects and activities that it would like to focus on for the 2024-25 term. The Commission developed subcommittees as a method for accomplishing its goals, including the following:
Substance Abuse Subcommittee
Commissioners: Sorgen, Weiss, Taghvaei, Cho, Reeds, Flinn, Cheves
Review current resources and local policies related to substance abuse and make recommendations regarding education and programs to provide information and current resources available to teens and their families.
One-Stop Shop Subcommittee
Commissioners: Huynh, Steinberg, Campisi
Determine what information local teens are interested in and develop the best method for sharing that information. Develop a distribution plan to be sure the information is easily accessible.
Social Media Subcommittee
Commissioners: Reeds, Taghvaei, Steinberg, Robles, Cunningham
Create a general “Teens in Redondo Beach” social media account utilizing Instagram. Determine the focus of future posts including strategies and frequency. When possible, coordinate posts with One-Stop Shop-related items.
Teen Survey Subcommittee
Commissioners: Campisi, Huynh, Sorgen, Steinberg
Create a teen survey to gather input from local teens regarding programs, services, and other teen-related issues. Determine the frequency of the survey(s), questions that will be asked, method, and the recommended distribution plan.
Teen & Family Event Subcommittee
Commissioners: Reeds, Cho, Cunningham, Weiss, Robles
Develop recommendations for teen and family event(s) and determine how to market them to support participation.
Teen Center Subcommittee
Commissioners: Chabot, Campisi, Reeds, Cho, Weiss, Taghvaei, Robles
Provide guidance to staff on the reopening of the Perry Park Teen Center, and provide ongoing support for programs and services provided at the facility.
Since that meeting, staff has reviewed these subcommittees and has determined that consolidating some could provide greater efficiency and a more cohesive product since several subcommittees have similarly aligned goals. The One-Stop Shop and Social Media Subcommittees are tasked with similar outreach goals for local teens, so it would be helpful for the two groups to work in parallel. This will help provide cohesive messaging and distribution across all platforms, which strengthens branding strategies and familiarity of the information. Consolidating the two does not require the one-stop shop to be solely on Instagram, so there would still be flexibility for the subcommittee to determine the best method for developing this critical tool. If the Commission affirms the recommendation to consolidate these two subcommittees, all current commissioners serving on the two groups may still serve and remain under the seven-member threshold for subcommittees. Staff recommends naming the consolidated subcommittee the Communications Subcommittee to be more comprehensive and reflective of the combined tasks.
Lastly, staff would like the Commission to consider consolidating the Teen & Family Events Subcommittee with the Teen Center Subcommittee. Both of these groups focus on events and activities, and it would make things more efficient to have one group determine teen events, regardless of the location at which the events will be held. Therefore, staff believe these two subcommittees could be combined to become the Teen Center & Events Subcommittee and still seamlessly fulfill the roles of both groups. Should the commission agree to consolidate the two subcommittees, staff requests the commission to affirm all commissioners that were selected to serve on both groups to ensure they desire to fulfill this role in a combined capacity. Unfortunately, at least one current member would need to remove themselves from the joint subcommittee to remain under the seven-member threshold.
Staff requests the Commission:
1. Review the subcommittees to ensure the assigned tasks are accurate and reflect the intent of the Commission.
2. Consider consolidating the One-Stop Shop & Social Media Subcommittees to become the Communications Subcommittee, and affirm the commissioners fulfilling this role.
3. Consider consolidating the Teen & Family Events Subcommittee with the Teen Center Subcommittee to become the Teen Center & Events Subcommittee, affirming the commissioners fulfilling this role.
Staff will begin coordinating kick-off meetings with each subcommittee throughout the month of December so that each can begin working on their respective projects.
