EXECUTIVE SUMMARY
The Citywide Slurry Seal Program is an ongoing, multi-year project, included in the City’s current Capital Improvement Program (CIP) budget. Every three years, staff surveys pavement conditions and presents recommendations for a three-year work plan to address pavement protection (slurry seal) and rehabilitation (grind and overlay) efforts throughout the City. The plans and specifications associated with this item include the streets recommended for slurry seal and authorized by City Council in April 2024 as part of the 2023 Pavement Management Report.
The plans and specifications for the project are ready for competitive bidding and are available for review in the Plans and Specifications Review Area located in the Engineering Services Division at City Hall. The estimated Construction cost for the Citywide Slurry Seal Project is $980,000. A map of the planned streets included in the Project is attached to this report. Construction is expected to begin in late Spring 2026 and take 45 working days to complete.
BACKGROUND
The Citywide Slurry Seal Program is an on-going CIP that applies crack seal, slurry seals, refreshed striping, and pavement markings to the City’s streets. The program increases the life of the existing pavement, thereby reducing the frequency of more expensive rehabilitation methods. This project supports the City’s Strategic Plan goal to assess, prioritize, and plan for reconstruction of major City facilities and infrastructure.
Every three years, the City surveys the condition of roadway pavement for all of its streets and prepares a report that helps prioritize future street rehabilitation projects to comply with the requirements of GASB 34. The City relies on the assistance of a specialized engineering consultant to perform this work.
On April 16, 2024, the City Council discussed the triennial Citywide Pavement Management Survey Report (2023 Citywide PMS Report) and approved the streets that were recommended for both pavement rehabilitation and slurry seal treatment for the next three years.

The plans and specifications for the Citywide Slurry Seal Project - “Phases 5 to 7” have been prepared in accordance with the City Council approved streets for slurry seal treatment in 2025 through 2027. Due to available funding and proximity of the approved streets, this project includes all three phases of the streets approved for slurry seal.
The plans and specifications are ready for City Council approval and authorization for competitive bidding. The estimated Construction cost for the Citywide Slurry Seal Project is $980,000. The bidding process is anticipated to be completed in January 2026 with a contract award by City Council.
Construction on this project is expected to commence in late Spring 2026, beginning with preparation of the roadway surface. The portions of work deemed most disruptive to motorists will be held until the end of the school year. The total project duration is expected to be 45 working days.
COORDINATION
The Project has been coordinated with the Public Works’ Streets Maintenance and Engineering Services Divisions.
FISCAL IMPACT
The estimated Construction cost of this project is $980,000, which is within the current FY 2025-26 CIP Budget.
